With the advent of modernization and globalization,uncertainty has
brought in profound adjustment and evolution of the relationship between the
country and society. Traditional mode of governmental administration and
governance methods are difficult to cope with increasingly complex public
affairs, and collaborative governance is becoming a governance choice to solve
public problems in the rapid changing era. Collaborative governance is originated
from the overlapping of natural science synergy theory and social science
governance theory,forming a relatively independent theoretical
system. The realization of collaborative governance relies on the
organizational system. Driven by the four elements of uncertainty such as
leadership,incentives,interdependence
and social issues,it uses principled participation,shared motivation, and the joint action ability as the driving force
to promote various organizations or departments in the system to share
decision-making,management,execution
and other activities,thereby achieving coordinated
operation and improving the effectiveness of public governance.
