    Multiple co-governance is a realistic response to the uncertain needs of community governance,instability of resourcesand unrestricted tasks. Howeverthe fragmented dilemma of the overall dissipation of multiple subjects and partial cooperation restricts the effectiveness of governance. Through a series of innovative practicestheCommunity and Enterprise Allianceepidemic prevention and control team has promoted the collaborative governance of communities and enterprisesdemonstrating themultiplier effectof the collaborative operation of organizations. Case experience shows that collaborative governance relies on the inter-embedding and integration of the main bodyfunctionresourcestechnology and other internal elements of the organization.     With the advent of modernization and globalization,uncertainty has brought in profound adjustment and evolution of the relationship between the country and society. Traditional mode of governmental administration and governance methods are difficult to cope with increasingly complex public affairs, and collaborative governance is becoming a governance choice to solve public problems in the rapid changing era. Collaborative governance is originated from the overlapping of natural science synergy theory and social science governance theoryforming a relatively independent theoretical system. The realization of collaborative governance relies on the organizational system. Driven by the four elements of uncertainty such as leadershipincentivesinterdependence and social issuesit uses principled participationshared motivation, and the joint action ability as the driving force to promote various organizations or departments in the system to share decision-makingmanagementexecution and other activitiesthereby achieving coordinated operation and improving the effectiveness of public governance.

    Along with rapid economic development and social transformation,unitary society gradually dissolves and the role of community as a unit of social governance gradually comes to the forewhile problems such as tendency of community administration and insufficient participation of residents lead to slow modernization of community governance capacity. In such a contexta collaborative governance model highlighting the mutual cooperation of multiple governance subjects such as social work organizations has become an important exploration in local practice. Taking the S community in Chengdu city as an example, this study analyzes the community collaborative governance subjects by rationalizing the role functions of the community pluralistic subjectsand further elaborates the synergistic relationship among the governance subjectsso as to explore how social workers can build a collaborative mechanism among the pluralistic subjects under the guidance of collaborative governance theory.

    Promoting the participation of private capital in rural governance can effectively solve the shortage of rural development resource endowment and the problem of rupture between the village and society,meet the needs of rural development and the needs of rural peopleand win the victory of building a well-off society in an all-round way. It is of great significance to the achievements of rural governance development. By examining the problems of private capital participation in rural governance in terms of weak market driveunclear policy positioning, poor mobilization channelsand insufficient resource supportit further explains the internal logic of private capital participation in rural governanceand finds that market mechanismssystem guidancechannel carrier and supporting resources play an important role in solving the rural governance issues of “unwilling to participate”“difficult to participate”“how to participate” and “dare not to participate” for private capital. Through analyzing the four levels of promoting the participation of private capital in rural governance in guidanceleading private capital to form a stable trust expectation),participation (expanding the three-dimensional participation channels of private capital),integration (achieving the integration of private capital and rural industry),and guarantee guaranteeing private capital through innovative mechanism participation)it establishes a promotion mechanism that eliminates participation barriers by means of communication mechanismresolves participation risks by means of development guarantee mechanismencourages continuous participation by means of a benefit distribution mechanismand controls participation direction by means of a supervision and control mechanism.

    The constitutional clause of core values of Chinese Socialism referring to “the state advocates core values of Chinese Socialism” stipulated in Article 24 (2) of the current Chinese Constitution,which hasn’t been analyzed by the academia. Through methods of textual interpretationhistorical interpretation and system interpretationwe can clarify the normative connotation of the constitutional clause of core values of Chinese Socialism. The constitution is a unity of norm systemmeaning system and value systemthus the constitutional clause of core values of Chinese Socialism has the functions of standard integrationvalue integration and making up for legal deficiencies. The integration of the constitutional clause of the core values of Chinese socialism into the state governance requires at least the following three approaches that can be promoted simultaneously. The first is the approach of “entering the law and regulations”which is mainly embodied in the purpose clauses and requirementsthe second is the approach related to “administrative law enforcement”which is mainly reflected in the process of administrative law enforcement and administrative judgment activitiesthe third is the approach of judicial applicationwhich mainly gives expression to the basis of judgment and reasoning.

    Different writing types have different value orientations, comparing with“scientific”academic writing and“aesthetic” literary writing, applied writing takes“practical” as its value attribute;at the same timeseeking good rather than seeking truth and beauty as its highest goal. The good of applied writing is actually a kind of moral goodthat isthe legitimacy and rationality of applied writing behavior and its related social behavior agreement with the truthhaving good reasonsagreement with the law. It is as followsin the relationship of value to the subject and objectthe writing behavior of the subject should conform to the objective facts and the basic laws of people’s social practice activities.     The text of the new Archives Law is a kind of illocutionary discourse practice. The interpretation of its discourse practice is embodied in discourse language,discourse intention and discourse  relationship. From the perspective of discourse languageits content is promoted by the discourse struct of“problems-norm-solution” and the information expression of“process-status-attitude”and more legal terms are used to enhance its discourse authority. From the perspective of discourse intentionits illocution is more inclusive by constructing the archival practice situation from participantsbehavior events and their situational elementsand linking other social practice through the intertextuality of diachronic and synchronic texts. From the perspective of discourse relationshipother social practicessuch as modernization of national governancecitizen participation in public managementsocial governance and studies on community and social historyinformation construction mode, have direct or indirect influences on the construction of archives practical discourse. Thereforeexploring the interpretation of discourse practice in the new Archives Law is helpful to deepen the recognizing and understanding of its social practical functionand finally boost its effective implementation.
