Research on the Meaning Construction of Discourse Practice in the Text of the New Archives Law

Abstract:
The text of the new Archives Law is a kind of illocutionary discourse practice. The interpretation of its discourse practice is embodied in discourse language,discourse intention and discourse relationship. From the perspective of discourse language,its content is promoted by the discourse struct of“problems-norm-solution” and the information expression of“process-status-attitude”,and more legal terms are used to enhance its discourse authority. From the perspective of discourse intention,its illocution is more inclusive by constructing the archival practice situation from participants,behavior events and their situational elements,and linking other social practice through the intertextuality of diachronic and synchronic texts. From the perspective of discourse relationship,other social practices,such as modernization of national governance,citizen participation in public management,social governance and studies on community and social history,information construction mode, have direct or indirect influences on the construction of archives practical discourse. Therefore,exploring the interpretation of discourse practice in the new Archives Law is helpful to deepen the recognizing and understanding of its social practical function,and finally boost its effective implementation.
