Abstract: Multiple co-governance is a realistic response to the uncertain needs of community governance, instability of resources, and unrestricted tasks. However, the fragmented dilemma of the overall dissipation of multiple subjects and partial cooperation restricts the effectiveness of governance. Through a series of innovative practices, the“Community and Enterprise Alliance” epidemic prevention and control team has promoted the collaborative governance of communities and enterprises, demonstrating the“multiplier effect” of the collaborative operation of organizations. Case experience shows that collaborative governance relies on the inter-embedding and integration of the main body, function, resources, technology and other internal elements of the organization. Through goal coordination, mechanism improvement, resource integration and technological enhancement,it can achieve effective coordination of organizational operations and promote the organization synergistic energy and efficiency.
