    Some Thoughts on Deepening the Reform of Public Institutions

    The reform of public institutions has gone through the stages of exploration,delegating power and invigorating,and classifying and promoting. Although certain achievements have been made,the relationship between the reform of public institutions and the market economy is still not clear,for example,a slow progress in the reform of classified management,too many personnel, heavy financial burdens,lack of survival of the fittest mechanism,and insufficient vitality. The employment system is not alive,and the employment system is only a formality. To deepen the reform of public institutions,it is necessary to re-understand the problems of the classification of public institutions. It is necessary to further clarify the organizational positioning of public welfare undertakings and strengthen the construction of the legal person governance structure of public institutions.At the same time,we will accelerate the development of private non-profit institutions and vigorously develop government procurement of services.

    The review of the pension service policy during the 13th Five-Year Plan period and the exploration of its strengths and weaknesses can provide reference for the formulation and improvement of the pension service policy during the 13th Five-year Plan periodwhich is of great significance to the improvement of the pension service policy system during the 14th Five-year Plan period. This paper conducts a text analysis on the pension service policies issued by the central government and various ministries during the 13th Five-Year Plan period. By analyzing the frequencydepartmenttext typekey word frequency and policy instruments typewe sort out the characteristics of pension service policies in this period and analyze the shortcomings and practical difficulties. On this basisthis paper puts forward to expanding elderly service policy focus areasusing a comprehensive range of policy instruments and strengthening the operability of policyso as to provide some reference for the formulation and optimization of Chinas future elderly service policyin order to promote the development of Chinas elderly service policy system to a higher quality.

    How the governments of the nine Pearl River Delta cities can give full play to their policy role in attracting elderly people from Hong Kong and Macao to Guangdong for the elderly is of great significance to promoting the development of the elderly care business in the nine Pearl River Delta cities. Based on Roswell’s policy tool theory,this paper uses Nvivo software to analyze the pension policy texts of nine cities in the Pearl River Delta after March 2017. The study found that the proportion of various types of policy tools and their internal structures are unbalanced,and they are highly dependent on the government;subsidy and welfare policies are insufficiently used;pension policies are not distinctive in the Bay Area,and there are still obstacles to coordinated development in the nine cities. It is recommended to optimize the use of policy tools and reduce dependence on the government;increase the use of subsidy and welfare policies to build a“welfare society”in the Pearl River Delta;grasp the era background of the Guangdong-Hong Kong-Macao Greater Bay Area and build a regional pension policy system for coordinated development.

    An excellent business environment is an important symbol of the economic development and social progress of a country or economy. The convenience of the business environment directly affects the entire life cycle of enterprise establishment,operation and exit. As a developed economy,New Zealand has a relatively mature market development,and its business environment ranking has been at the forefront of the World Bank report for many years. By analyzing the indicators in the business environment report of the World Bank of New Zealand,this paper preliminarily concludes that New Zealand’s unique model consists of three aspects:business government environment,business legal environment,and business tax environment governance. By learning from the experience of New Zealand’s business environment governance model,China should speed up the construction of digital government,optimizing business administration services;pay attention to formulating business laws and regulations, improving the effectiveness of administrative enforcement;improve the ease of collecting and paying taxes,to further promote the development of China’s business environment to a higher level.

    The reforms to streamline administration and delegate power,improve regulation,and upgrade services is an important starting point for China to promote the transformation of government functions. This paper uses CiteSpace V software to make a visual analysis of the literatures related to the reform of delegation,regulation and service in the Chinese Social Science Citation Index(CSSCI) database,Science Citation Index(SCI) database and the core journal database of Peking University collected by CNKI from 1998 to 2022. On the whole,the literature on the reform of delegation,regulation and service shows an upward trend,and the fluctuation of the literature quantity coincides with the policy changes and the development path of reform. The core research team has taken shape,but there are relatively few scholars with recognized representativeness and influence who focus on the reform,and the infrequent exchanges between scholars. The overall research strength compared with the importance of the reform is still insufficient. The Society of China Public Administration is the most influential research institution in the reform of delegation,regulation and service.The research focuses on key words such as“streamline administration and delegate power”,“upgrade services” and “doing business”. The changing time of the research hotspots coincides with the change of economic new normality.

    Community Assistance Advisory System is an important attempt for S city to establish an active discovery mechanism for people in difficulty,and it is also the embodiment of“policy seeking people in need”. Based on the whole process of implementing Community Assistance Advisory System in P District of S city,this paper analyzes the realistic dilemma affecting the realization of“policy seeking people in need”,the framework design,the implementary effects and difficulties of the policy. By standardizing  assistance,integrating resources and clarifying its functions,the new system has realized the innovation of social assistance management service. Focusing on the difficulties of the late practice of the system,government still needs to solve the problems about“people”and system,and helps S city to build an accurate and developmental social assistance system.

     Secretarial science as a professional development has been nearly 40 years,scholars have conducted a lot of research on it,and achieved fruitful results,but in recent years,the research heat is not rising but falling,how to break through the research bottleneck to find the innovation point has become the focus of the academic community. Based on the 943 journal literatures in CNKI,this paper uses CiteSpace software for visual analysis,and briefly reviews the exploration process and practical application of secretarial studies by scholars in the past 40 years,and further explores the publication time and quantity of literatures. For keywords,authors,institutions and research hotspots for clustering analysis,the trend of study on forecast,put forward facing difficulties and the exploration direction of the future,based on this put forward to build high quality research platform,strengthen the cooperation between researchers and institutions, increase the intensity of secretarial science high-level personnel training development suggestions,in order to find a breakthrough for the future development of secretarial science.
