Abstract:

Community Assistance Advisory System is an important attempt for S city to establish an active discovery mechanism for people in difficulty，and it is also the embodiment of“policy seeking people in need”. Based on the whole process of implementing Community Assistance Advisory System in P District of S city，this paper analyzes the realistic dilemma affecting the realization of“policy seeking people in need”，the framework design，the implementary effects and difficulties of the policy. By standardizing  assistance，integrating resources and clarifying its functions，the new system has realized the innovation of social assistance management service. Focusing on the difficulties of the late practice of the system，government still needs to solve the problems about“people”and system，and helps S city to build an accurate and developmental social assistance system.
