Abstract:

How the governments of the nine Pearl River Delta cities can give full play to their policy role in attracting elderly people from Hong Kong and Macao to Guangdong for the elderly is of great significance to promoting the development of the elderly care business in the nine Pearl River Delta cities. Based on Roswell’s policy tool theory，this paper uses Nvivo software to analyze the pension policy texts of nine cities in the Pearl River Delta after March 2017. The study found that the proportion of various types of policy tools and their internal structures are unbalanced，and they are highly dependent on the government；subsidy and welfare policies are insufficiently used；pension policies are not distinctive in the Bay Area，and there are still obstacles to coordinated development in the nine cities. It is recommended to optimize the use of policy tools and reduce dependence on the government；increase the use of subsidy and welfare policies to build a“welfare society”in the Pearl River Delta；grasp the era background of the Guangdong-Hong Kong-Macao Greater Bay Area and build a regional pension policy system for coordinated development.
