    Digital government is a strategic product of the deep integration of the information technology revolution with national governance,driving governance models from experiential decision-making to data-driven approaches,and upgrading service provision from passive response to active perception. It effectively optimizes the business environment through reforms such as “one visit at most” and “one matter handling”. The construction of digital government reconstructs the interaction between government and market through technological empowerment,with its impact on the business environment showing the characteristics that evolve from physical space aggregation to business process reengineering,ultimately achieving progressive intelligent governance. To systematically reveal the mechanism and inherent logic by which digital government construction improves the business environment,this paper adopts the “Technology-Organization-Environment” (TOE)framework,exploring the spatiotemporal reconstruction from a technological perspective relational,process,and standard reconstruction from an organizational perspective,and resource reconstruction from an environmental perspective,forming an analytical framework of “five-dimensional reconstruction”,thereby providing theoretical reference for future digital government construction.

    Optimizing the business environment is a critical strategy for fostering and stimulating market entity vitality and enhancing the endogenous driving force of economic development. Municipal public utilities constitute a vital component of the business environment and have been a focal point of domestic reform efforts in recent years. In 2023,the World Bank officially launched the new B-READY business environment evaluation framework to align with evolving global economic and investment trends. Building on an initial analysis of the B-READY framework’s provisions concerning municipal public utilities,this paper conducts a policy-text-based comparative examination of the latest reform dynamics in these five cities’ business environment improvement initiatives. The research shows that all five cities have enhanced the efficiency of utility connection approvals and ensured service quality,while simultaneously strengthening transparency,establishing robust complaint and regulatory mechanisms,and improving the stability,reliability,and security of service delivery. All five cities are focusing on promoting integrated application,parallel approval,and joint site inspection for water,electricity,gas,and network services,as well as developing cross-project infrastructure networks. Overall,these reform trajectories exhibit strong alignment with B-READY assessment indicators,while also reflecting distinct local pathways and characteristics.

    In the dual background of deep adjustment of global cultural trade pattern and digital technology innovation,China’s digital culture industry is undergoing structural transformation,among them,the “new three cultural products”,represented by online literature,online movies and TV plays,and online games, has become the strategic frontier and important characterization of Chinese culture “Going out”. This study systematically explores the business environment challenges faced by the “new three cultural products” industries in the process of going abroad,the core issues include the underdeveloped legal and regulatory framework,the high barriers to international market access,the inadequate efficiency of government services and the insufficient talent development system. To this end,this study proposes to build a comprehensive governance system with the rule of law as the guarantee,collaboration as the path,and innovation as the driving force,the “new three cultural products” is expected to realize the deep transformation from “Going out” to “Going in” in the complex international environment, and open up a new path for Chinese culture to participate in the dialogue of global civilizations.

    In order to improve the local government transparency with the help of the social supervision, the mandatory problem identification mechanism was enshrined in government information disclosure annual report institution,which enforce the local government identify and disclose the problems in transparency construction. With the help of grounded-rooted theory method this research summarizes the implementation problems defined by the local government,which is based on the text analysis of the relative part in annual reports of local government information disclosure of 29 provincial governments in 11 years. Also,the rational motivation behind the problem recognition behavior is deeply revealed. Subsequently,the practical influence of the problem identification behavior is verified through the Chi-square test method with the relative data. The research finds that the local government problem identification behavior of government information disclosure institution has obvious tendency to avoid the critical issues with selective characteristic. The problem identify behavior can neither reflect the regional difference,also does not contribute to improve the performance of the information disclosure.

    In order to explore the influencing factors of the digital service capacity of local government in different regions and its pathways of actionthis paper selects 25 local governments as cases and analyzes them based on the technology-organization-environmentTOEanalytical framework using the fuzzy-set Qualitative Comparative AnalysisfsQCAmethod. The digital service capability of local government is influenced by the level of digital technologydigital infrastructuregovernment attention allocationgovernment transparencypublic demandand economic development level. The paths of each factor are of three typestechnology-environment-driven pathgovernment-led pathand infrastructure-sharing path. The findings of the study help to deepen the understanding of the multiple factors and their differentiated pathways behind the enhancement of local government’s digital service capacityand provide a scientific basis for local government to optimize digital transformation strategies and enhance digital service capacity.

    The initiative of “High-efficiency Completion of a Single Task” marks a new phase in the transformation of government services. Looking back,China’s overall evolution of government services has moved from being fragmented to centralizedand now toward being “smart”. This study constructs a trinity analytical framework of “Institution-Technology-Value” to explain the driving mechanisms of this change. Firstthe institutional guarantee force provides the basic structure and environmentplaying roles in setting rulesallowing for flexible updatesand reducing conflicts. Secondthe technological traction force links digital tools with service deliveryimproving efficiency and reshaping the governance paradigm to make department cooperation easier. Thirdthe value leadership force upholds the “people-centered” philosophyguiding the evolution of service concepts. Furthermorethe study analyzes the practical challenges and bottlenecks as the reform enters the “deep-water zone”. Finallyit proposes three ways to improvebuilding flexible systems for department cooperationbalancing technology with people’s needsand combining co-creation mechanisms with service workflows.     The governance of cross-border urban agglomerations is an important part of the governance of urban agglomerations in our country,and is also an important part of the collaborative governance of grassroots governments in adjacent areas. The antecedent conditions,driving factors and the power interaction laws behind the cross-domain inter-governmental cooperative governance practices of the "Tingqiaohe" urban agglomeration are summarized,revealing the generation logic of the grassroots governments cross-domain cooperation system. The complexity of cross-domain problems and the tension of fragmented governance of grassroots governments,the mutual dependence of resources,the cost of cooperation, and vertical intervention have contributed to the generation of cooperation willingness, while the vertical superior pressure and horizontal coordination and linkage drive the operation of cooperation,and finally achieve the result of mutual trust and improved benefit levels. The induced change of macro-concepts,the incentive constraints of meso-systems,and the effective coordination of micro-actions are the inherent logic of “gradual consensus-based” cooperation. In the future,in cross-domain cooperative governance,the guiding role of superior administrative authority should be fully utilized,and the innovation of inter-governmental cooperation system should be promoted according to the nature of cross-domain public issues,transaction costs and other factors,and social forces should be actively introduced to participate in the cooperation,so as to avoid the occurrence of problems such as delayed action.

    The rights allocation rules for personal digital archive heritage serve as a response to the transformation of archival governance in the digital economy era. An examination of the challenges in constructing these rules reveals three key dilemmasthe ambiguity of critical legal concepts hinders the clarification of rule elementsthe diversity of rights allocation scenarios complicates the establishment of a coherent rule systemand the failure of ownership order safeguards restricts the long-term development of these rules.
