    Pathways for Professional Development of Urban Community Workers from the Perspective of ERG Theory

    Advancing the professional development of community workers is essential for modernizing grassroots governance and enhancing community governance effectiveness. Drawing on ERG theorythis research analyses the professional development practices of community workersit is reveals that management systems for community workers have been established across regions through practices such as fixed positionsgradesand remunerationpromoting the integration of vertical and horizontal administrative structures with grid-based managementand conducting categorized and tiered training. Howevercommunity workers still face three major challenges in their professional developmentsurvival dilemmas stemming from excessive workloads and insufficient salary incentives; relational dilemmas arising from weak emotional support and low social recognitionand growth dilemmas caused by mismatches between training supply and demandand limited opportunities for promotion. To address these challengesit is imperative to advance the professionalization of community workers byoptimizing incentive systems that align input with returnreconstructing the internal and external emotional support networks within the organizationand refining training systems and promotion mechanisms to meet their survivalrelationaland growth needs.

    Social mobilization is a policy implementation tool grounded in human-centered designthe effectiveness of mobilization influence the achievement of policy objectives and reflect governmental governance capacity. Howeverthe mobilization process exposing deeper dilemmas in the legitimacy of mobilization based on recognitionexisting studies on mobilization primarily Neglect the cognition and behavior of the mobilized. Such mobilizer-centered explanatory paths fail to fully explain the mechanisms through which mobilization operates. This article shifts the analytical perspective from the mobilizer to the mobilized actorsand based on citizens’ response motivationsidentifies three response modesinterest-basedvalue-basedand trust-based. Building on theseit constructs a psychological mechanism for understanding mobilization strategies. Social mobilization strategies can be categorized into three typesincentive-basedvalue-basedand relationship-basedvarious mobilization strategies differ in how they engage social-psychological mechanisms to influence citizens’ response behaviors. Incentive-based strategies regulate individual perceptions of benefits and costs through deterrence and rewardsvalue-based strategies guide cognitive focus through frame alignmentor activate the perception of role consistency through identity constructionrelationship-based strategies stimulate individual emotional resonance through social networksor leverage social norms to guide individual behavior.  The findings contribute to expanding the micro-behavioral perspective in social mobilization research and enrich the understanding of the influence of mobilization strategies on citizen responses in policy implementation.

    The widely held view that rapid economic development undermines social stability in developing countries is challenged by the “China exception”. While existing scholarship has focused primarily on urban governance since the reform era,rural social order remains understudied.  Based on extensive fieldwork in Z Village,S Town,T City,Southern Jiangsu,this study adopts the theory of infrastructural state power and constructs an “organization-rules-technology” framework to examine how the state reshapes mechanisms of interest expression and realization in the context of rapid rural economic growth,thus facilitating a governance order oriented by state will. The research finds that sustained state presence achieves the restructuring of grassroots organizations by coopting emerging forces and redefining the roles of village cadres;the introduction of new normative rules into public and social life redefines the publicness of village interactions;strong fiscal support for material and institutional infrastructure allows governance resources to be more effectively aligned with both the spatial configuration of rural development and the stratified interests. Together,these processes enable a comprehensive penetration of state power into rural social space,reinforcing stability through state-led governance.

    Regional coordinated development is an inevitable requirement for achieving common prosperity and a crucial part of the process of Chinese path to modernization. This paper clarifying that high-level regional coordinated development requires collaboration between developed and less-developed regions to adhere to the people-centered approachtake the principle of balancing the values of efficiency and equitycoordinate economic development and balanced governanceand exhibit the dual characteristics of high-level economic development and high-degree of balanced governance. It is pointed out that regional collaboration of overall development and governance is primarily influenced by the strength of top-down political potential energy and the horizontal principle of seeking advantages and avoiding disadvantagesand is presented as three types including project-basedplatform-basedand institutional-based regional collaboration. It emphasizes that in the futureefforts should be made to advance opportunity balancecapacity balanceand outcome balanceand continuously move towards strengthening the construction of virtual industrial clustersdeepening the innovation of the separation mode of “management rights + income rights”and promoting the systematic integration of systems. The regional collaboration model integrating development and governance not only helps to tap the comparative advantages of regions and optimize resource allocationbut also contributes to strengthening the role of the political party and building a new pattern of regional collaboration. Moreoverit is conducive to cultivating trust capitalpromoting developed and underdeveloped regions to “join forces in going global”and jointly serving national development strategies.

    The grass-roots conflict resolution mechanism is an important path to promote the modernization of social governance. This study takes the resolution of house purchase disputes in S Town as a typical case,takes the theory of movement governance and the theory of collective action as the basic reference to build an analytical framework of “task driven-organization guarantee-interest sharing”,and systematically discusses the internal logic of grassroots governments breaking through institutional inertia to achieve contradiction resolution. It is found that when conventional governance falls into the dilemma of “fragmentation” and “suspension of responsibility”,the dynamic governance bridges the structural gap of bureaucratic governance through the three mechanisms of task-driven goal reconstruction,resource integration of elastic organization and negotiation game of interest sharing. The research puts forward a series of policy suggestions on the efficiency of grass-roots dispute resolution,in order to provide a path reference with both theoretical explanatory power and practical operability for improving the dispute resolution ability of grass-roots governments,updating solutions and reshaping dispute resolution mechanisms.

    Organizational AI adoption refers to the decision-making process of organizational leadership,which involves considering the overall benefits and drawbacks of AI on various aspects of the organization,weighing judgments,and ultimately making adoption decisions. It focuses on the process of organizations initially adopting AI technology in their operations. In the context of the continuous advancement of digitization,organizations are facing the hotly debated topic of how to implement and adopt complex artificial intelligence in both academic and industry circles. Based on those above,firstly,this paper clarifies the concept and development background of organizational AI adoption,and distinguishes similar concepts such as technology adoption and AI usage. Secondly,while summarizing existing literatures,this paper systematically integrates a research framework for organizational AI adoption,including the theoretical basis,antecedents,consequences,and mechanisms of organizational AI adoption. Finally,this paper further consolidates the research conclusions and provides practical insights for managers based on the conclusions,thereby suggesting future research directions for the field of organizational AI adoption.
