Driving Mechanisms and Optimization Paths of Government Service Reform—An Three-Dimensional Analytical Framework of “Institution-Technology-Value”

Abstract:

The initiative of “High-efficiency Completion of a Single Task” marks a new phase in the transformation of government services. Looking back，China’s overall evolution of government services has moved from being fragmented to centralized，and now toward being “smart”. This study constructs a trinity analytical framework of “Institution-Technology-Value” to explain the driving mechanisms of this change. First，the institutional guarantee force provides the basic structure and environment，playing roles in setting rules，allowing for flexible updates，and reducing conflicts. Second，the technological traction force links digital tools with service delivery，improving efficiency and reshaping the governance paradigm to make department cooperation easier. Third，the value leadership force upholds the “people-centered” philosophy，guiding the evolution of service concepts. Furthermore，the study analyzes the practical challenges and bottlenecks as the reform enters the “deep-water zone”. Finally，it proposes three ways to improve：building flexible systems for department cooperation，balancing technology with people’s needs，and combining co-creation mechanisms with service workflows. These steps provide a path for government service reform and building a more effective，service-oriented government.
