Driving Mechanisms and Optimization Paths of Government Service Reform—An Three-Dimensional Analytical Framework of “Institution-Technology-Value”

Abstract:

The initiative of “High-efficiency Completion of a Single Task” marks a new phase in the transformation of government services. Looking back,China’s overall evolution of government services has moved from being fragmented to centralizedand now toward being “smart”. This study constructs a trinity analytical framework of “Institution-Technology-Value” to explain the driving mechanisms of this change. Firstthe institutional guarantee force provides the basic structure and environmentplaying roles in setting rulesallowing for flexible updatesand reducing conflicts. Secondthe technological traction force links digital tools with service deliveryimproving efficiency and reshaping the governance paradigm to make department cooperation easier. Thirdthe value leadership force upholds the “people-centered” philosophyguiding the evolution of service concepts. Furthermorethe study analyzes the practical challenges and bottlenecks as the reform enters the “deep-water zone”. Finallyit proposes three ways to improvebuilding flexible systems for department cooperationbalancing technology with people’s needsand combining co-creation mechanisms with service workflows. These steps provide a path for government service reform and building a more effectiveservice-oriented government.
