    Through the purchase of services by the government, social organizations participate in community drug rehabilitation, which not only make up for the shortage of community drug rehabilitation services provided by the government, but also promote the development of social organizations and strengthen the construction of professional anti-drug social workers. Taking the purchase of community drug rehabilitation services in community A of Guangzhou as an example, this paper analyzes the roles of the government partner, the direct provider of services and the manager of anti-drug social workers played by anti-drug social organizations in the community drug rehabilitation services, and points out the problems such as governments weak sense of cooperation, the obstacle of service supply, and the inadequate management capability. Therefore, some suggestions are put forward: strengthening cooperation, improving service quality and strengthening the psychological quality of social workers and the construction of social organizations, so as to promote social organizations playing a bigger role in community drug rehabilitation work.

    The literature has pointed out that there are differentiated interactions between government and different types of social organizations. Through the longitudinal investigation of the typical environmental protection social organization L, it is found that even the same type of social organization, as the degree of resource dependence changes, the interactive relationship between the two parties will also change accordingly, showing the characteristics of dynamic interaction. In the life course of the organization, such as start-up, rising cohesion, and collaborative development, the interactive relationship between the two parties presented in turn"passive absorption”and“absolute control”,“active embedding”and“support and control”,cooperation and co-governance”and“equal consultation”. In the context of multiple cogovernance in social governance, the government needs to use dynamic interaction to promote the healthy and sustainable development of social organizations.

    Mobilizing social organizations to participate in the realization of social governance goals is an important practice of community governance in the new era. It is an exploration of social governance with local characteristics to cultivate social organizations by empowering the government to participate in the supply of public services in the community. The system empowerment at the political level, the cooperation enhancement at the social level, and the evaluation enhancement at the individual level can stimulate the internal development potential of social organizations, help the professional functions of social organizations in providing services, and the organizational functions in attracting community forces, which, to some extent, complement the functions of the government. In other words, with the help of empowerment path, it can activate the endogenous power of social organization development, and promote the sustainable participation of social organizations in public service supply. However, in the face of problems such as the single type of social organization development and insufficient activation capacity in the process of empowerment, the governmentneeds not only to empower social organizations to expand the development space, but also to continue to strengthen the supervision of social organizations, from both positive and negative directions, so as to encourage the development of social organizations from both positive and negative aspects.

Public security governance is not only a technical proposition, but also a grand political one. It has a direct bearing on national security, social development and people’s well-being. Public security management is an important content of national governance, but its specialization and complexity in the subject, the values, the benefit and the methodology shows different from general governance behavior characteristic, thus more need to straighten out the national standard and social standard, power center and right center, achievement orientation and problem orientation, control thinking and guide thinking.     Based on the text analysis of the work report of 61 cities, it is found that economic prosperity, social stability, beautiful environment, urban-rural coordination, open cooperation and advanced science and technology are the overall goals of the construction and development of China’s central city. Realizing the modernization of the economy, coordination, and high quality development, constructing hard and soft power ability and people-oriented cities, promoting the coordinated development of urban and rural areas, achieving high levels of opening to the outside world and regional cooperation, guarantying national shared development achievements, are the dimensions ofgoals of China’s center city in economic construction, urban and rural construction, open collaboration, and social construction. In general, the development goals of the central city are following the two main lines of competitiveness and sustainability, and guided by the five development concepts of innovation, coordination, green, openness and sharing.

     The performance salary management system in universities has been preliminarilyformed. However, there are still many problems in the performance salary management system. Thebasic reason for all kinds of problems in the current performance salary system is to confuse theconcepts of basic salary and performance salary, neglect the expected management function of performancesalary, and neglect the opportunity fairness and dynamic fairness of performance salary. Theexistence of other incentive systems with financial support further weakened the role of performance salary. In the future,the performance-based salary management system in colleges and universities shouldfollow the basic principles of designing the performance-based salary system, pay attention to theexpected management, design the salary system on the basis of the market, and reform the performance-based salary system on the basis of financial support should not affect the market signal.

    The changeover of Population Structure and Fertility policy have forced reformation to the Maternity Leave Scheme. Taking the reform of Maternity Leave Scheme as a breakthrough will optimize the fertility circumstance, and will improve the fertility-rate. Via summarizing four aspects of the British Maternity Leave Scheme, which are Maternity Leave, Paternity Leave, sharing of vacation and income, and other welfare subsidies, four aspects are compared with the Chinese Maternity Leave Scheme, and five shortcomings are proposed. These are unbalanced sharing of childbirth costs, lack of flexibility in enjoyment, the reward nature of vacations, the insufficient coverage of vulnerable groups and lack of systematic exhibition of Scheme. Based on those, four targets are proposed for the development of Chinese Maternity Leave Scheme.

The behavior of the agent in the following text is the direct embodiment of its intention of writing. The research on the influencing factors of the successful implementation of the behavior of the agent in the following text plays an important role in the scientific and efficient preparation and issuance of official documents by the higher authorities, and the accurate reception and implementation of the contents of official documents by the lower authorities. At the same time, it is also conducive to the completion of the research system of official documents, and the expansion of the relationship between the research of official documents and the research of other disciplines. This paper analyzes the influencing factors from two dimensions of language and non-language. Linguistic factors include constitutive rules and grammatical rules, and constitutive rules include factual rules, necessity rules, authoritative rules and essential rules, which are the internal factors that affect the successful implementation of an agents behavior. No-linguistic factors include agent and context. Agent includes the sender and the receiver, and the relationship between them.      Jiuxi Writings belongs to the enactment writing in the ancient edicts, which rose in the Han Dynasty, developed in the Wei and Jin Dynasties, and gradually declined after maturing in the Southern and Northern Dynasties.Ceweigong Jiuxi Writing is the most famous masterpiece of Jiuxi Writings in history. This article can glimpse the complicated political connotation and unique stylistic characteristics of Jiuxi Writings, reflecting the close connection between document writing and political operation. Jiuxi Writings played an important role in the change of historical dynasties. As most of the creations of later generations followed PAN Xus writing styles and lacked innovation, Jiuxi Writings eventually became a textual paving for the seizure of power by officials.
