    Administrative Reform and Business Environment ——Perspective from Institutional Cost Framework

    High quality business environment is part of state capacity. And the literatures neglect the institutional cost, which should be taken as one of the most important elements during the business environment construction process. This paper develops a institutional cost analytic framework, and collects empirical data from reform actions and policy documents. We find that the administrative reform is the key to promote the business environment. This paper introduces the institutional cost theory into the administrative reform research and make marginal contribution to the existing literature. To further promoting the quality of business environment, the e-government could play more important role and the government should provide better public service.

    The free trade port is an important policy content of China's adherence to the strategy of reform and opening up. It promotes China to build a higher level of open economic  development through the standard and high-level opening up policy, so as to form a more comprehensive and in-depth opening pattern. From the perspective of factor flow, this paper analyzes the characteristics of the free trade port based on the national conditions. At the same time, the flow of factors of production in free trade ports is discussed under the theoretical framework of comparative advantage and the perspective of global value chain division. Further, based on the inflow effect, spillover effect, scale effect and wealth effect of factors of production, the paper studies the mechanism of the free trade port policy on the flow of factors of production. The results show that the free trade port policy will change the factor structure through the above effects, improve the factor rate of return, and enhance China's trade competitiveness. Finally,it takes the Hong Kong free trade port as a practical case, in order to form a useful experience for the policy innovation of China's free trade port.

    Since the 18th National Congress of the Communist Party of China, how can we make great achievements in poverty alleviation? Through the analysis of the implementation process of the targeted poverty alleviation policy, it is found that since the 18th National Congress of the Communist Party of China, the poverty governance in China has shown the evolution logic of "functional demand to structural innovation to functional integration". The demand for targeted poverty alleviation function induces the innovation of poverty alleviation organization structure. With the "five level Secretary" as the core,based on the two mechanisms of grass-roots poverty alleviation, and relying on the bureaucratic system, the system of guarantee responsibility is extended. In the high incentive and strong accountability political environment, the targeted poverty alleviation organization model is shaped. Through the innovation of organizational structure, the model realizes the integration of poverty alleviation functions of resources, power and ideas, and the poverty alleviation effect is produced. However, the negative function of the structure is also inevitable. The organizational model formed by high political mobilization also has negative effects such as excessive burden on cadres, insufficient stability and sustainability. Facing the future, we should strengthen the institutional construction of targeted poverty alleviation, introduce more social forces, and consolidate and strengthen the effectiveness of poverty alleviation.

    With visualization analysis tool,CiteSpace, this research dose the literature measurement analysis for 2639 papers of CNKI. We generated keywords timezone view, strategic coordinates and dash forward show through co-occurrence analysis and cluster analysis, which can complement and validation qualitative research conclusion, and quantitively show the evolution path, research field, and research trends of network public opinion in China since 2013. After more than a decade of development, the research on network public opinion of Chine has accumulated fruitful results and entered a stage of steady development and adjustment,but existing some limitations and shortcomings as well. In the future,it can be predicted that the research on network public opinion in China will continue to reflect the interdisciplinary characteristic under the guidance of Big Data and technological innovation and with new media as the core platform. At the same time, public management will grow to be one of the core disciplines of network public opinion research. New social phenomena and governance models, including internet governance and network group events, etc., combined with the explore of digital technical means and practical tools,will become the hotspots in this field.

    Government affairs APP combines the advantages of government microblog, WeChat convenience and government website aggregation, which is an important tool to promote the work of "Internet+government affairs service". Taking Changsha city as an example, from the three directions of government, user and APP architecture, and from the dimensions of content update, service efficiency and interactive response, the current situation of local government APP construction was investigated and analyzed, and problems such as blind development, serious formalism, poor security performance and zombification of application were found. Under the background of "Internet+government services", local government APPs need to make full efforts from the construction, application and management levels, innovate the way of government services and improve the level of government services.

    The first-level heading plays an important role in the arrangement and reading comprehension of opinion documents. In this paper, qualitative analysis is used to study the characteristics of the first-level heading in 112 opinion documents from the perspective of language. The research shows that the first-level heading in the opinion documents often expressed with the verb object structure which include causative verb, and makes good use of fuzzy language to expand the semantic space. In addition, a group of opinion heading also have some characteristics related to the characteristics of opinion documents in the internal arrangement and the connection between the front and back level heading.

    Paradigm plays an important role in the development of discipline. It reflects the principles and beliefs shared by the scientific community, which also define the basic theories, viewpoints and methods of discipline research. The three theories of "secretarial work theory", "secretarial activity theory" and "management assistant activity theory" formed in the development process of Chinese contemporary secretarial science represent the three paradigms of secretarial science. Sorting out the development context of these three paradigms and analyzing their basic research principles, values and shortcomings will help select or create a leading paradigm with sustainable development power for secretarial research in the current low development period,and provide a new theoretical research perspective and impetus for its development.
