Abstract: The following text is a kind of writing used by higher authorities to convey intention, guide work and implement leadership to lower authorities. The behavior of the agent in the following text is the direct embodiment of its intention of writing. The research on the influencing factors of the successful implementation of the behavior of the agent in the following text plays an important role in the scientific and efficient preparation and issuance of official documents by the higher authorities, and the accurate reception and implementation of the contents of official documents by the lower authorities. At the same time, it is also conducive to the completion of the research system of official documents, and the expansion of the relationship between the research of official documents and the research of other disciplines. This paper analyzes the influencing factors from two dimensions of language and non-language. Linguistic factors include constitutive rules and grammatical rules, and constitutive rules include factual rules, necessity rules, authoritative rules and essential rules, which are the internal factors that affect the successful implementation of an agent’s behavior. No-linguistic factors include agent and context. Agent includes the sender and the receiver, and the relationship between them. Context includes the context of official documents and the legal effect of official documents.
