China’s political development in the
past 70 years reflects the determination of the Communist Party of China to
realize political modernization. In 2013,the Party Central Committee
proposed to advancethe modernization of the national governance system and
governance capability,which is a higher level refinement of
political development, and form a relationship of inheritance and development with the practice of political construction
and development of several generations of leaders (Mao Zedong and Deng Xiaoping) after the founding of the People’s Republic of China. In order
to solve China’s problems,we should explore our own way,take the problems as the orientation,and form the focus of reform. To observe the modernization of national
governance in China’s political development in the new era,we must give full play to the
role of the government,enterprises,institutions,social organizations and other multiple subjects,so that the national governance
system can operate
effectively for a long time. In order to promote the focus of social governance
to move down to the grassroots level,to realize the positive
interaction among the government governance,the social regulation and the residents’ autonomy,and play the role of social
organizations and then make them become the important force of multi -subject
to participate in the national construction in the new era. This paper takes the public welfare social
organization as the research object,applies the Social
Capital Theory from the level of organization operation, starts from the
perspective of trust,standard and social network,to analyze the dilemma of social
organizations participating in Shanghai
community governance. It is necessary to enhance the social trust,innovate the system rules and optimize the social network,and to realize resource
sharing and new development of social grassroots governance in the operation process of the benign
interaction mechanism between the government and the society,then form a new scene of China’s political development in the
new era.
