摘要:

建立基层纠纷化解机制是推进社会治理现代化的重要路径。本研究以S镇购房纠纷化解为典型案例,以运动式治理理论、集体行动理论等为参考,构建“任务驱动-组织保障-利益共容”分析框架,系统探讨基层政府突破制度惯性化解矛盾纠纷的内在逻辑。研究发现:在常规治理陷入“条块分割”与“责任悬浮”的困境时,运动式治理通过任务驱动的目标重构、弹性组织的资源整合与利益共容的协商博弈三重机制,动态弥合科层治理的结构性缝隙。基于此,本研究提出基层纠纷化解效能的提升策略,以期为基层政府提高纠纷化解能力、更新纠纷化解方案、重塑纠纷化解机制提供兼具理论解释力与实践操作性的参考路径。

Abstract:

The grass-roots conflict resolution mechanism is an important path to promote the modernization of social governance. This study takes the resolution of house purchase disputes in S Town as a typical case,takes the theory of movement governance and the theory of collective action as the basic reference to build an analytical framework of “task driven-organization guarantee-interest sharing”,and systematically discusses the internal logic of grassroots governments breaking through institutional inertia to achieve contradiction resolution. It is found that when conventional governance falls into the dilemma of “fragmentation” and “suspension of responsibility”,the dynamic governance bridges the structural gap of bureaucratic governance through the three mechanisms of task-driven goal reconstruction,resource integration of elastic organization and negotiation game of interest sharing. The research puts forward a series of policy suggestions on the efficiency of grass-roots dispute resolution,in order to provide a path reference with both theoretical explanatory power and practical operability for improving the dispute resolution ability of grass-roots governments,updating solutions and reshaping dispute resolution mechanisms.
