激励、意义与关系:社会动员策略对民众回应的作用机制分析

Incentives,Value,and Relationships:an Analysis of How Social Mobilization Strategies Affect Citizen Responses

摘要:

社会动员是一种人性化的政策执行工具,其效果影响政策目标的实现,反映政府的治理能力。民众的消极回应暴露出社会动员的认同基础薄弱,而相关研究忽视了被动员者的认知与行为,以动员主体为核心的解释路径难以完整地揭示社会动员的作用机制。本文将研究视角从动员主体转向动员客体,基于民众回应动机,提炼出利益型回应、价值型回应、信任型回应三种模式,并据此构建理解社会动员策略的心理作用机制。社会动员策略可分为激励类、意义类与关系类三种类型,不同动员策略通过社会心理机制干预民众回应行为的方式存在差异。激励类策略通过奖励与威慑调节个体对成本与收益的感知;意义类策略通过框架联合引导个体聚焦认知,或通过身份建构激活个体的角色一致性感知;关系类策略则通过社会网络激发个体的情感共鸣,或利用社会规范引导个体行为。这有助于拓展社会动员研究的微观行为视角,深化对政策执行中民众回应与动员策略适配逻辑的理解。

Abstract:

Social mobilization is a policy implementation tool grounded in human-centered designthe effectiveness of mobilization influence the achievement of policy objectives and reflect governmental governance capacity. Howeverthe mobilization process exposing deeper dilemmas in the legitimacy of mobilization based on recognitionexisting studies on mobilization primarily Neglect the cognition and behavior of the mobilized. Such mobilizer-centered explanatory paths fail to fully explain the mechanisms through which mobilization operates. This article shifts the analytical perspective from the mobilizer to the mobilized actorsand based on citizens’ response motivationsidentifies three response modesinterest-basedvalue-basedand trust-based. Building on theseit constructs a psychological mechanism for understanding mobilization strategies. Social mobilization strategies can be categorized into three typesincentive-basedvalue-basedand relationship-basedvarious mobilization strategies differ in how they engage social-psychological mechanisms to influence citizens’ response behaviors. Incentive-based strategies regulate individual perceptions of benefits and costs through deterrence and rewardsvalue-based strategies guide cognitive focus through frame alignmentor activate the perception of role consistency through identity constructionrelationship-based strategies stimulate individual emotional resonance through social networksor leverage social norms to guide individual behavior.  The findings contribute to expanding the micro-behavioral perspective in social mobilization research and enrich the understanding of the influence of mobilization strategies on citizen responses in policy implementation.
