摘要：

城市与青年的“双向奔赴”是青年发展型城市建设的核心要义。已有研究更多地关注城市对青年的支持政策这一单向视角，而对青年之于城市的引领、参与作用缺乏关注。本文从“双向奔赴”的视角，利用结构化理论的分析框架，从“结构-行动”互构层面揭示青年发展型城市的理论内涵与特征，包括结构层面的“城市对青年更友好”和行动者层面的“青年在城市更有为”两个相互作用的维度。从设计本体和设计驱动的领域出发，构建“二力六度”评价指标体系，包含6项一级指标、17项二级指标和57 项三级指标，借助AHP-熵权法进行权重设置，使用耦合协调模型分析城市发展与青年发展的耦合协调水平。研究发现，我国建设青年发展型城市应当着力于谋划青春事业、回应青春需求、推动青春建功、绘就青春画像四个关键点，努力把青年发展型城市由“施工图”变为“实景画”。

Abstract:

Realizing the “two-way travel” between cities and youth is the core of the youth development city. The existing studies have paid more attention to the one-way perspective of city support policies for youth，but not enough attention to the leading and participatory role of youth in cities. Based on the perspective of“two-way travel”，this paper uses the analytical framework of structural theory to reveal the theoretical connotation and characteristics of youth development cities from the level of“structure-action” interaction，including the two interaction dimensions of“cities are more friendly to youth” at the structural level and “youth are more productive in cities” at the actor level. The index system includes 6 first-level indicators，17 second-level indicators and 57 third-level indicators，with the help of the AHP-entropy weight method to set the weights，coupling coordination model is used to analyze the coupling coordination level of urban development and youth development. At present，high-quality construction of youth development cities should make great efforts in the four key points of planning youth careers, responding to youth needs，promoting youth contributions，and drawing youth portraits，and strive to transform youth development cities from“construction drawings” to “real scene paintings”.
