    As important elements of society,social organizations play significant roles in helping the poor out of poverty,especially in the area of targeted poverty alleviation. It is important to make policy tools come into play,encouraging social organizations to play a positive part in poverty alleviation,which contributes to consolidating the achievements of poverty alleviation and shifting the focus of work to agriculture,rural areas and farmers. Based on NVivo’s qualitive analysis software and combined with Policy Instrument Theory claimed by Ingram and Schneider,this essay analyzes 52 policy texts issued during the 13th Five-Year Plan and codes them manually to study the political tools used. After analyzing,the essay finds that when using policy tools, the government does not attach importance to combining diverse tools with each other efficiently,resulting in structural imbalance. And there is room for improvement when implementing these tools. It is suggested that a more effective combination of policy tools should be innovated when designing policy strategies. Besides,more attention should be paid to the balance of the use of various policy tools. The government should optimize different tools constantly.

    In recent years,as our government accelerated the transition to “service type” government,more and more urban community social organizations have been carrying on some of the functions stripped by the government and taking on the functions of providing public services. Among them,the mass team based community social organizations established by community residents rose rapidly by virtue of their small size,low entry threshold,deep commitment to local communities,and gradually played an important role in community public services,grassroots autonomy of community residents,and protection of community residents’ rights. But in the current policy environment,the relationship between community social organizations and the government has not been completely straightened out. The organization’s own development is not fully mature. There are many problems in mass team based community social organizations, such as relatively single resource acquisition channels,uneven organizational service capabilities,and relatively weak competitiveness,which are finally reflected in the great development predicaments faced by the organizations after a period of development. From the perspective of resource dependence theory,this paper explores the deep causes of the mass team based community social organizations’ development predicaments as the starting point,and makes a comparative study of typical cases of organizations in urban communities. It is found that under the large difference in the degree of resource dependence, the failure of the organization’s management of internal and external resources is the crux of the organization’s development. Based on this we put forward the strategies to improve the survival and development of mass team based community social organizations from the two aspects of the organization itself and government policy guidance.

     With the accelerating urbanization process,many vulnerable urban community risks and community security issues pose challenges to existing urban community risk administration models. The concept of community security and resilience has given new opportunities for urban community security risk management transformation, and how to promote community overall security through community security and resilience governance in the new situation. On the basis of clarifying the theory of urban community security and resilience and evaluation system,it is proposed that the community security and resilience governance mechanism is a new mechanism to promote community security  governance  and  based on the “Drivingforces-Pressure-State-Impact-Response” model framework,from the perspective of security resilience. It cuts into the perspective of urban community risk governance response mechanism and analyzes it,establishes corresponding indicator system,and comprehensively analyzes the basic situation and improvement direction of community security and resilience governance.

    With the development of emerging information technology,the use of digital governance technology to improve the efficiency of urban public services has become the development direction of urban governance modernization in the new era.This study takes the Hongmiaoling waste governance project in Fuzhou as a caseanalyzes the reform and innovation process of urban domestic waste governanceand forms adigital+ collaborativelinkage governance framework based on the SFIC collaborative governance model. According to the researchdigital technology continues to affect the whole process of collaborative governance of urban domestic wasteand puts forward new requirements for collaborative governance of urban domestic waste. It is necessary to balance the relationship between collaborative subjectscollaborative processes and collaborative technologiesand promote the in-depth integration of big data governance technology and collaborative governance of urban domestic waste. At the same timethe external driving force of the digital engine and the internal  driving force of the collaborative governance process can effectively and meticulously improve the efficiency of urban domestic waste management and promote the development of urban  governance.

    At present,small and medium-sized enterprises are facing more difficulties and greater pressure. This paper aims to study the  relationship between entrepreneurs’education level and enterprises’financing  decision utility,conduct optimization analysis based on the theoretical framework of probability distribution,simulate the two-way selection relationship between entrepreneurs and financing institutions,and deeply analyze  the nonlinear relationship between entrepreneurs’education level and enterprises’financing decision utility. It is found that a certain level of education can maximize the utility of  financing decision,but behavioral decision  should not be too risky,and the utility of  financing decision is restricted by risk preference,institutional lending limit and loan interest rate. This paper empirically tests that a higher level of education can promote the positive  effect of financing capability,provides reference suggestions for improving the situation of enterprise operation  and solutions to alleviate the problem of enterprise financing difficulties.

    With the development of Chinese e-governmentlocalO government practice has achieved phased results. The number of policies issued by local governments is increasingand there are still many obstacles for users to obtain the policy documents they need quickly and effectively. In the context of local governments establishing government websites with different functional modules and information resource integration methodsstarting from meeting the needs of various users at different levelslengthy policy texts are structured and analyzedlocal policy texts are standardizedand government service labels are optimized. It is convenient for government officials to quickly formulate documents through keywords and templatesand store the documents in a structured mannerso that users can automaticallyquickly and effectively obtain policies forming a matching mechanism for policy documents from the supply side to the demand side. The last mile for people is an inevitable demand for the development of local government services. By studying the standardization of policy texts and the integration of government information resourcesthis paper explores how to match effective government data information through user portraits, and provides suggestions for local governments to realize standardized management of government servicesthereby improving government service efficiency and user satisfaction.
