In
recent years,as our
government accelerated the transition to “service type” government,more and more urban community social organizations have been
carrying on some of the functions stripped by the government and taking on the
functions of providing public services. Among them,the
mass team based community social organizations established by community
residents rose rapidly by virtue of their small size,low
entry threshold,deep commitment to local communities,and gradually played an important role in community public services,grassroots autonomy of community residents,and
protection of community residents’ rights. But in the current policy environment,the relationship between community social organizations and the
government has not been completely straightened out. The organization’s own
development is not fully mature. There are many problems in mass team based
community social organizations, such as relatively single resource acquisition
channels,uneven organizational service capabilities,and relatively weak competitiveness,which
are finally reflected in the great development predicaments faced by the
organizations after a period of development. From the perspective of resource
dependence theory,this paper explores the deep causes
of the mass team based community social organizations’ development predicaments
as the starting point,and makes a comparative study of
typical cases of organizations in urban communities. It is found that under the
large difference in the degree of resource dependence, the failure of the
organization’s management of internal and external resources is the crux of the
organization’s development. Based on this we put forward the strategies to
improve the survival and development of mass team based community social organizations
from the two aspects of the organization itself and government policy guidance.
