    Optimizing the business environment helps to liberate and develop productivity, and stimulate market economy vitality. In the construction of a business environment, street is an important link to solving the“last mile”problem. As a government agency, Street Office has certain economic functions. At the same time, street is also facing new guidance and requirements for functional transformation, strengthening party building guidance, and public service supply. Although Street Office is gradually divesting itself of its direct economic functions such as investment promotion, its importance in optimizing services, building a business environment, and other indirect service areas is also more prominent. Its foundation lies in clarifying the functional positioning of Street Office in the construction of a business environment. In response to objective difficulties such as segmentation and insufficient permissions, we can start from two aspects: improving the accuracy of local enterprise assistance services based on information technology, and extending the“whistle reporting”mechanism to enhance the effectiveness of local enterprise assistance. Through data and information linkage, we can identify the“bottom line”, optimize regulatory processes through data analysis, and refine the granularity of functional lists to improve work accuracy, providing a guarantee mechanism for Street Office to better carry out business environment construction work.

    As an international financial, shipping and trade center, Hong Kong attracts many investors to invest and start businesses. The innovation of Hong Kong’s business environment focuses on the facilitation of governance objectives, the precision of governance content and the synergy of governance methods. It reflects the governance philosophy of“market leadership and government facilitation”, the positioning of an open economy for international development, and the line of action effectively responding to the demands of market entities. The experience accumulated in the field of business environment governance has a reference and demonstration role for local governments in the mainland. Through an in-depth analysis of the way forward of Hong Kong’s business environment reform, this paper discusses the feasibility of Hong Kong’s business environment governance experience, and explores a reasonable path for the mainland to deepen the transformation of government functions and optimize the business environment.

    As the platform economy has entered the public’s field of vision, platform companies have gradually entered a mature stage, forming an interconnected platform ecosystem with multiple business fields for development. A new type of competitive relationship based on“platform model and ecosystem”has emerged in the platform economy. Competition among enterprises in the traditional industrial era relies mainly on price and product quality, while competition among platform companies focuses on algorithms and data, leading to the emergence of new monopolistic behaviors in the market. Anti-monopoly is to maintain the socialist market economic order of fair competition, improve a Unified, open, competitive and orderly market system, stimulate the vitality of market players, and benefit the development of the entire society. Although China has made great improvements to anti-monopoly and revised the Anti-Monopoly Law, the governance mechanism of platform ecological monopoly still needs to be improved. Based on this, by analyzing the development status of platform economy, sorting out the platform’s ecological monopoly behavior and its regulatory dilemma, constructing a multi-governance model with government leadership, social participation, and enterprise practice, giving full play to the synergistic effect of multiple subjects in anti-monopoly, and improving the platform’s ecological monopoly, thereby promoting the innovative development and fair competition of the platform economy.

    Along with the deepening of population ageing and the transformation of family structure and intergenerational relationships, the issue of loneliness among the disabled elderly has attracted the attention of all sectors of society. Based on data from the 2018 China Senior Health Influencing Factors Survey (CLHLS), the study used descriptive analysis and ordered multivariate logistic analysis to explore the impact of family intergenerational support on the loneliness among disabled elderly. It was found that moral and care support in intergenerational family support had a significant positive effect on reducing loneliness among the disabled elderly, but showed significant population variability in marital status, educational attainment, degree of disability and community living care services. Family factors and self-rated physical health also had a significant effect on intergenerational family support-loneliness in the study. Therefore, it is necessary to improve the home based elderly care service system; pay close attention to the spiritual needs of disabled elderly people; And increase intergenerational support for elderly people without spouses, with low levels of education and high levels of disability.

    “Smart and healthy old-age care”as a new old-age service model has become a hot topic in modern society, and it is also one of the important ways for China to actively respond to the aging population. This paper establishes a two-dimensional theoretical analysis framework of pension policy tools including ERG theory of policy tool types, and takes 30 policy documents from Guangdong Province as research samples to analyze and evaluate them by content analysis method. It is found that: the structural imbalance of various policy tools; the content of smart health care services is unbalanced;participants do not play their full role; the effectiveness and practicality of the smart and healthy old-age care policy are poor. It is suggested to balance the application of policy tools; improve the content of smart and healthy old-age services; strengthen the balance of participants; strengthen the systematicness of the smart and healthy old-age care policy and enhance the effectiveness of the policy.
