Abstract: As an international financial, shipping and trade center, Hong Kong attracts many investors to invest and start businesses. The innovation of Hong Kong’s business environment focuses on the facilitation of governance objectives, the precision of governance content and the synergy of governance methods. It reflects the governance philosophy of“market leadership and government facilitation”, the positioning of an open economy for international development, and the line of action effectively responding to the demands of market entities. The experience accumulated in the field of business environment governance has a reference and demonstration role for local governments in the mainland. Through an in-depth analysis of the way forward of Hong Kong’s business environment reform, this paper discusses the feasibility of Hong Kong’s business environment governance experience, and explores a reasonable path for the mainland to deepen the transformation of government functions and optimize the business environment.
