With the accelerating urbanization process，many vulnerable urban community risks and community security issues pose challenges to existing urban community risk administration models. The concept of community security and resilience has given new opportunities for urban community security risk management transformation, and how to promote community overall security through community security and resilience governance in the new situation. On the basis of clarifying the theory of urban community security and resilience and evaluation system，it is proposed that the community security and resilience governance mechanism is a new mechanism to promote community security  governance  and  based on the “Drivingforces-Pressure-State-Impact-Response” model framework，from the perspective of security resilience. It cuts into the perspective of urban community risk governance response mechanism and analyzes it，establishes corresponding indicator system，and comprehensively analyzes the basic situation and improvement direction of community security and resilience governance.
