As important elements of society，social organizations play significant roles in helping the poor out of poverty，especially in the area of targeted poverty alleviation. It is important to make policy tools come into play，encouraging social organizations to play a positive part in poverty alleviation，which contributes to consolidating the achievements of poverty alleviation and shifting the focus of work to agriculture，rural areas and farmers. Based on NVivo’s qualitive analysis software and combined with Policy Instrument Theory claimed by Ingram and Schneider，this essay analyzes 52 policy texts issued during the 13^th Five-Year Plan and codes them manually to study the political tools used. After analyzing，the essay finds that when using policy tools, the government does not attach importance to combining diverse tools with each other efficiently，resulting in structural imbalance. And there is room for improvement when implementing these tools. It is suggested that a more effective combination of policy tools should be innovated when designing policy strategies. Besides，more attention should be paid to the balance of the use of various policy tools. The government should optimize different tools constantly.
