Mobile government has emerged as a crucial
element of national governance. A comparative analysis of the current status of
domestic and foreign mobile government research will help optimize domestic
research paradigms and improve digital governance capabilities. By analyzing research
efforts on mobile government from CNKI and WOS core database and utilizing
knowledge mapping drawn by CiteSpace and VOSviewer,this study conducted
a bibliometric analysis and comparison of domestic and foreign research. The
results show that:ⅰ) Looking at the overall trend,domestic research,
although started later,has experienced rapid and expansive development.
Foreign research has shown a consistent upward trend,peaking during the
COVID-19. Domestic and foreign research has progressed through four stages:embryonic stage,development stage,maturity stage and innovation
stage. ⅱ) Both domestic and foreign scholar cooperation
networks remain relatively loose. However,highly productive domestic scholars have led the
development of the academic groups. Collaboration among different entities in
the“industry-university-research” framework
has promoted the application of mobile government technology and products in
practical fields. However,highly productive foreign scholars are outside
the academic groups. China and the United States have emerged as key players in
mobile government research. ⅲ) There are obvious differences in the research
topics. Domestic research focuses on foundational technology of mobile
government, while foreign research emphasis on public acceptance of mobile
government. Based on these findings, future research can progress continuously
in four aspects:grounding itself in the development practices in
China and narrating compelling theoretical stories,focusing on
micro-level practical experiences and conducting research using diverse
paradigms,encouraging interdisciplinary studies to promote
the flow of knowledge innovation,and actively participating in international
cooperation to consistently enhance global influence.
