    A Simulation Study of Trade Effects of the Regional Comprehensive Economic Partnership Agreement

    RCEP has greatly promoted the international trade and economic development of its member countries. To further study the economic impact of RCEP on its members, this paper employs the Global Trade Analysis Project (GTAP) model, a computable general equilibrium (CGE) framework, to simulate the trade effects of RCEP with full implementation of the clauses on tariff and non-tariff barrier, with a focus on non-tariff barrier reduction under different scenarios. The trade effects are decomposed into four indicators: trade creation, economic growth, terms of trade and social welfare. The simulation results show that the implementation of RCEP significantly improves the trade effects of its member countries, and the reduction of non-tariff barriers brings more significant trade creation and economic growth effects than tariff reduction only. Moreover, RCEP can effectively mediate the terms of trade and social welfare of its member countries. Therefore, it is necessary to focus on the formulation and implementation of behind-border measures such as non-tariff barriers in international trade cooperation.

    Report of 20th National Congress of the Communist Party of China proposes to expand international scientific and technological exchanges and cooperation, and form an innovation-oriented ecosystem with leading global competitiveness. So far, government intervention and blockade oriented by ideological confrontation from selected western countries continue to accelerate, and become the biggest interference factor in the scientific and technological cooperation between China and the outside world. The blockade and restrictions will bring uncertainty to Chinese enterprises and scientific personnel. By reviewing the process of China’s outward science and technology cooperation, the paper summarizes the achievement of cooperation, and the current obstacle and challenge from world Market, as well as the breakthrough orientation of “technology blockade” by western countries governments against China. Under the framework of self-reliance and self-improvement in key technological fields, as the core of the medium and long-term science and technology strategy, policy should focus on pursuing co-sharing of opportunities between China and outside world. In addition, optimizing cooperation models of worldwide scientific research project should be emphasized. Taking “innovation network - innovation platform - innovation talents” as the starting point, we will expand the space and improve the efficiency of cooperation in science and technology with foreign countries, and explore a sustainable development path for cooperation between China’s local science and technology innovation chain and the global innovation chain.

    Based on the economic theory and technical theory of the digital platform ecosystem and the digital platform economic governance theory, this paper tries to explore the theoretical basis, current situation and role, deficiencies and challenges, countermeasures and suggestions of the development of digital platform enterprises in China, by using the “theory-policy-rules” and “history-present-future” evolutionary synthesis-dynamic analysis method. In order to change the difficult situation of the development of digital platform enterprises, Chinese government and enterprises should consider holistic and systematic measures, establish a sound ecological system, create a sound regulatory system, promote a healthy digital economy system, establish an effective anti-monopoly competition system, etc.

    This article rethinks the relations among state, party and society, adds a structural dimension to traditional political embeddedness analysis, and figures out three components of political embeddedness as government work experience, party member and party organization. A study of 238 community-based NGOs in X city through mixed methods shows that: party members in an NGO will strength the effectiveness;party organization in an NGO will contribute to the effectiveness and formalization and an indirect effect of party organization on effectiveness via formalization. Theoretical and practical implications are discussed, also limitations of this study and suggestions for future studies are provided.

    In the context of grid management,participatory governance has emerged as a prominent concept with various functions, including policy mobilization, legitimacy maintenance, public service quality improvement, and accountability enhancement. However, this concept falls short in providing comprehensive answers to fundamental questions such as “who participates” “whether to participate”, and “how to participate”. Advocates of participatory governance often provide contradictory explanations when confronted with administrative pathologies such as symbolic and contentious participation. Resolving the inherent challenges of communication and mobilization requires the involvement of third-party forces. One promising approach is the utilization of a loose alliance called the Community Planner Team, consisting of university professors, planners, and members of social organizations in the Micro Garden project in City A’s X Street. Serving as a third party, they facilitate resource connection, capacity building, and communication. By analyzing the strategies employed by this group, we can glean initial insights into expert-activated participation, offer new directions for the study of social governance.

    After the construction and operation of relocation poverty alleviation community, it is the duty that promoting participation of peasant of relocation in community affairs during the continuance of governance of assistance and supporting. Based on the ladder of citizen participation, we establish a conceptual framework ascending progressively from passive participation, cooperative participation and autonomous participation. From the conclusion of the case of A county in Guangxi province, in order to promote the community participation of peasant of relocation, firstly, the government placates the peasant of relocation to nourish awareness and willingness of participation, which aims to guide the peasant of relocation to participate in activities organized by community and societal forces of livelihood, entertainment and politics, and then lowers the costs of participation and enhances the profit of participation, secondly, the government mobilizes the peasant of relocation to develop ability of participation, in order to reconstruct bilateral trust between peasant of relocation and the government, attract the peasant of relocation to political participation, and then promote the self-governance by residents. The peasant of relocation transitions from passive participation to autonomous participation by placation and empowerment, which makes effective community participation transition to social integration of peasant of relocation, and then enhances the level of the modernization of peasant of relocation poverty alleviation community for governance. In the future, the government should provide more routes to peasant of relocation to participate, guarantee the effectiveness of participation, lower the costs of participation continuously, nourish the awareness of community of governance of peasant of relocation, and finally transcend the linear ladder of participation to co-production.

    The paper chooses “9·5” Luding earthquake as the research case and three government micro-blogs in Sichuan Province as research objective. The paper applies statistical analysis, content analysis and comparative analysis to analyze response status, information contents and characteristics, interaction status, spread influence release of government micro-blogs in the event. The results demonstrate that the audience-centered public opinion information working strategy has a positive effect on information dissemination; to carry out the work of public opinion information, attention should be paid to the coordination of information release in the government micro-blogs group. Consequently, this paper presents the following recommendations: the first one is to follow the public opinion demand and optimize the information-releasing mechanism; the second one is to improve the awareness of serving the people, and thereby improve the communication and negotiation between the government and the people; and the third one is to strengthen collaborative network, in order to realize the effective governance of internet public opinion crisis.
