The modernization of rural governance can not only rely on external administrative force to forcibly intervene, but also prevent foreign capital to unilaterally grab rural interests. An efficient and reasonable rural order is conducive to the smooth realization of rural governance modernization, and fundamentally activates the enthusiasm of endogenous action subjects. Based on the case study of “rural revitalization demonstration village” in Shandong, this paper explores how to promote the construction of a new endogenous order in rural areas from three dimensions of resource mobilization, structure adjustment, and identity construction and their interaction, and provides a new model of village governance dominated by “two committees” and the party leadership. The research finds that the maintenance of order depends on three aspects: resource mobilization to rebuild the connection of collective interests; the blending structure of multi-subject interaction causes the adjustment of governance structure; cohesion value and target consensus construct subject identity. Under the influence of multiple forces such as the party and the government, the market, and society, the new endogenous order of rural governance is different from the multi-center governance in the western discourse system. Based on the theory of new endogenous development, it emphasizes the dominance of rural endogenous subject, absorbs exogenous subject, promotes endogenous generation, creates a governance structure integrating internal and external, and appeals for a new pattern of rural governance.

On this basis, the realization path of digital reshaping rural governance is proposed from the aspects of system guarantee, resource integration, mechanism improvement and technical support.

Discipline of modern applied writing originated in the literary reform movement of the early 20th century. CHEN Duxiu opened the road of “de-literalization” of applied writing, but it was LIU Bannong and QIAN Xuantong who really guided the applied writing to the path of “de-literalization”. In the New Culture Movement, they further explored how to adapt to the new era through the “de-literalization” of applied writing at the academic and technical levels, and finally promoted the applied writing to a road of self-renewal. As far as the construction of applied writing is concerned, the questions raised by LIU Bannong a hundred years ago, “Wenzi Language” or “Wenxue Literature”, are still worthy of reflecting deeply today, and this can find a way out to break through the bottleneck in the discipline of applied writing.
