Study on the Policy Promotion and Optimization of Chinese Long-term Care Service—Based on 137 Policy Texts of Pilot Cities

In order to actively cope with the risk of disability among elderly population, China officially launched a pilot long-term care insurance system in 2016 to provide all-round and multi-level long-term care services for disabled people. On the basis of sorting out related policy texts, this paper uses ROSTCM to analyze the word frequency of 137 policy texts from two batches of 39 pilot cities，and explores the transition process of Chinese long-term care service and its structural characteristics through comparison and content analysis. The study found that the positioning has changed from medical care to the combination of medical care and daily care, as well as standardized service and institutional management, diversified service forms, more diversified service projects and more specific service supply standards, overall presents the characteristics of dynamic, humanized, standardized and intelligent. However, problems such as policy fragmentation, low timeliness, lack of preventive services and professional nursing staff still exist. It is still necessary to optimize policy design to promote the establishment of a national and unified long-term care insurance system.

The new economic model that emerged with the development of information technology has further promoted the change of employment pattern, and the number of flexible workers in new industry is increasing rapidly. But there is another problem: their own characteristics do not fit with the existing social security system. Although the government has made some policy adjustments, it is still a serious social problem to make the flexible workers support their retire life. Due to the lack of awareness, the inflexible insurance participation rules of China’s social pension insurance system, the high individual contribution base and ratio，it is no accident that the participation rate of flexible workers is low, the phenomenon of discontinuation of insurance is common, and the transferability is poor. In order to improve the pension insurance system for flexibly employed persons, it is necessary to establish a more flexible pension insurance participation mechanism, improve the level of transfer and continuity of pension insurance, determine a reasonable level of contributions and raise the awareness of flexible workers to participate the pension insurance.

Based on the analysis of the Korean movie Parasite, the article reveals the hierarchical images in the movie: when society runs normally, different classes keep in order and live in harmony due to the segregation of classes which works as a buffer. However, once the class transgression occurs, it may lead to disorder, which eventually will induce conflict. In this sense, it is social evolution that leads to “class spatialization” and housing classes in modern society, which has the function of maintaining established social hierarchy.

China is pursuing the prosperity of the country and the happiness of the people. The new era calls for a future-oriented political construction. The main indicator for China to become a medium developed country with national self-improvement and happy people is to enter a new era (Chinese modernization) in which the size of the middle-income stratum is expanded to account for more than 50% of the population, around 750 million people. It is necessary to ensure that poverty alleviation and rural revitalization can be carried out in a sustainable way through institutional mechanisms, and to raise the income of the low-income group. Formulate policies and measures to support youth development and rational mobility, and encourage middle-income stratum to participate in various economic and cultural exchanges in remote areas. Smooth and expand the channels of social participation of middle-income stratum. The further establishment of legal beliefs will lead to a vibrant and innovative development of middle-developed society.

Impact of Beijing-Tianjin-Hebei Ecological Coordination Policy on Environmental Regulation Efficiency

Ecological environment has become the key factor to realize the coordinated development of Beijing-Tianjin-Hebei region. In order to explore the impact of Beijing-Tianjin-Hebei ecological synergy policy on the efficiency of environmental regulation, based on China’s provincial panel data from 2009 to 2020, the paper took the Beijing-Tianjin-Hebei region as a whole as the research object, by using the super-efficiency SBM model and the synthetic control method, the effects of the implementation of the Beijing-Tianjin-Hebei eco-coordinated policy on the efficiency of environmental regulation were evaluated, and the effectiveness was tested. The results showed that the environmental regulation efficiency of Beijing-Tianjin-Hebei region showed an upward trend with a small fluctuation range, and there was still room for improvement. The implementation of the ecological coordination policy can promote the environmental regulation efficiency of the region as a whole，however, its growth rate is slow compared with other regions，indicating that the mechanism of ecological coordination between Beijing, Tianjin and Hebei needs to be further improved, and regional heterogeneity should be fully taken into account, we will gradually improve environmental regulation and ecological coordination in the Beijing-Tianjin-Hebei region, from the aspects of deepening the joint construction, prevention and control of the ecological environment, strengthening top-level design, and promoting the synergy of pollution and carbon reduction.

This research takes the interdisciplinary research projects of big data and public administration of the National Social Sciences and National Natural Science Foundation of China from 2013 to 2021 as research objects, and analyzes the number, categories, hosts and theme layout of this interdisciplinary research projects. It is found that the development trajectory of the interdisciplinary research on big data and public administration has a strong response to national policies. The research further uses the Boston matrix to analyze the theme layout of this interdisciplinary research projects from four dimensions, namely, the introduction period, the growth period, the maturity period and the reduction period. The results show that medical and health management, public security and emergency management, public opinion management and other themes are in the mature and growth period of this interdisciplinary research field, moreover, they are the research hotspots of this interdisciplinary research field. Meanwhile, some strong research teams have completed the transition from pioneering to agglomeration and made distinctive and influential research achievements in this interdisciplinary research field. Based on this, suggestions are put forward to promote the continuous deepening and transformation and upgrading of interdisciplinary research on big data and public administration.

How to develop the resources of the Yellow River Basin efficiently has been an important task for China. Coal enterprises are the pillar enterprises of the energy base in the Yellow River Basin.
