Abstract: The new economic model that emerged with the development of information technology has further promoted the change of employment pattern, and the number of flexible workers in new industry is increasing rapidly. But there is another problem: their own characteristics do not fit with the existing social security system. Although the government has made some policy adjustments, it is still a serious social problem to make the flexible workers support their retire life. Due to the lack of awareness, the inflexible insurance participation rules of China’s social pension insurance system, the high individual contribution base and ratio，it is no accident that the participation rate of flexible workers is low, the phenomenon of discontinuation of insurance is common, and the transferability is poor. In order to improve the pension insurance system for flexibly employed persons, it is necessary to establish a more flexible pension insurance participation mechanism, improve the level of transfer and continuity of pension insurance, determine a reasonable level of contributions and raise the awareness of flexible workers to participate the pension insurance.
