Inclusive digital finance is the development and innovation of digital technology to empower the financial fieldand the integrated development of rural industries is the proper way for the efficient and sustainable development ofagriculture rural areas and farmers. Based on field researchthis paper conducts a double case analysis of China's practice of digital financial inclusion in promoting the integrated development of rural industries. The study found that inclusive digital finance can optimize the allocation of resourceshelp alleviate traditional financial exclusionbreak the difficulties of information asymmetryrealize self-renewal iterationimprove risk control capabilities. The productive elements are empowered and increased efficiency by the new production factor datathereby promote the integrated development of rural industries. Howeverwhether it is the government-led Internet plus rural finance and digital village station modelor the market-oriented use of big data to extend the industrial chain and the rural governance model through digital financial talentsthere is still a need to strengthen village-level integrated service stationsonline and offline mutual promotionthe organic connection between the government and the marketthe standardization of data standardsand the establishment of a multi-level digital inclusive financial ecosystem are constantly innovating mechanism guarantees.

In 2021China proposed the goal ofcarbon peakingandcarbon neutrality. Faced with the current situation of high operating costs and difficulties in consumption, new energy companies rely on information science technology to reach and surpass the triple bottom line of economic responsibility, environmental responsibility and social responsibility, and realize their low-carbon responsibility in the digital economy era. On the basis of reviewing the mainstream social responsibility theory of stakeholder theory, sustainable development theory and shared value theory, this paper takes Envision Energy as the research object, and conducts an in-depth study of the company's low-carbon responsibility performance practice. The result shows that Envision Energy deeply concentrates the low wind speed and distributed wind turbine market to stimulate the development potential of wind energy;builds a smart wind farm to realize intelligent operation and maintenance covering the whole life cycle;and enhances its digital governance capability with its self-developed IoT platform EnOSTM. The synergistic effect of wind turbines, wind farms and the Internet of Things enables Envision Energy to effectively undertake low-carbon responsibilities which is worthy of learning by modern new energy companies.

Based on the panel data of 19 prefecture level cities in China from 2008 to 2017this paper studies the impact of smart city construction on local air quality by taking the pilot construction of smart city as a quasi-natural experiment with the help of Difference-in-Difference model. The results show that the construction of smart city pilot has a significant effect on both CO2 emission reduction and SO2 emission reduction. After placebo test and a series of other robustness tests the above conclusion is still robust. Further heterogeneity analysis shows that the air quality improvement effect of pilot cities in the eastern region with relatively developed economy is better than that in the central and western regions. The policy enlightenment of the article is to promote the development of smart city construction to a higher level on the existing basisoptimize the collaborative linkage of industries among regions in the process of smart city constructionand contribute to the goal of carbon neutralization and carbon peak.

Since the 1990sdue to the superposition of multiple factorssuch as the disintegration of the unit systemthe downward shift of the focus of urban governancethe absence of special lawsand the path dependence under the bureaucratic systemthe scope of performance and territorial responsibilities of sub district offices have been constantly expanding, and their legal and practical roles have also gone through a process from coincidenceto Deviation. Although the role deviation of the sub district office has played a role of filling the positionafter the dissolution of the unit system in a certain historical time and spacefrom the perspective of the overall characteristics of the process of urban government, the alienationof the sub district office into a first-class government is not only the root cause of its performance dilemmabut also will further aggravate the fragmentationof urban governance and ultimately have a negative impact on the efficiency of urban governance. Thereforeadjusting the role of sub district offices in urban governance from three levels of clarifying understandingoptimizing responsibilitiesand reengineering processes is a fundamental solution to the dilemma of sub district offices in performing their duties and to promote the optimization and reorganization of urban grass-roots governance system.

Community smart medical care constantly meets the transformation and new needs of community health care services in practice. This paper reviews the research progress of smart medical theory at home and abroadand points out that there are some practical problems in the process of driving health management, such as the urgent need to transformation from basic medicine to health medicine, the conceptual obstacles in the transformation from hospital diagnosis and treatment to community health care services, the difficulty in accurately matching the supply of community smart medical care with diversified health management needs, the obstacles in the interconnection of medical and health data, and the need to improve the application environment of community smart medical care. This paper systematically expounds the functional role and internal mechanism of community intelligent medical driven health management from multiple perspectives. There are four optimization ideas. Firstly, the process management and optimization of community smart healthcare, including resource allocation optimization from hierarchical diagnosis and treatment to on-demand diagnosis and treatment, and smart healthcare;the second is the platform operation optimization of community smart medical care, specifically from the sharing and platformization of community medical resources and the utilization of community smart medical value; The third is the evolution and coordination of community smart medical ecosystem, and puts forward the optimization strategy of community smart medical supply chain and the coordination mechanism of community smart medical process; Finally, the system reform and mechanism innovation based on intelligent health care are discussed from three aspects:responding to the national policy of community health care, improving the technology-enabled community health care service organization and getting rid of path dependence constraints.

Based on the data of CGSS 2012a Bayesian Heckman two-stage model was established to analyze the impact of structural social capital and cognitive social capital on the behavior and level of individual charitable donations. The results show that in terms of structural social capital, formal organization membership, civic participation and bridging social network have significantly positive impact on individual charitable donation behavior and level, and informal social interaction has significantly negative impact on individual charitable donation behavior;cognitive social capital has significantly positive impact on individual charitable donation behavior, but has no significant impact on the level of charitable donation.

The work adaptation of civil servants is an important theoretical and practical problem. So farthe academic circle has formed some valuable research results on this issue from the spects of concept connotation,O influencing factorsmeasurement dimensions and so on. Howeverthere are still some problems in the research on the work adaptation of public servants based on the Chinese scenemainly includingthe theoretical basis of the work adaptation of public servants based on national conditions is weakthere are some deficiencies in the selection of measuring indexes for the work adaptation of civil servantsthere is insufficient research on the adaptation of civil servants to work during the middle and late stages of a career. The future research can be further deepened from four aspectsdeepening the theoretical research on the work adaptation of civil servants based on national conditionsstrengthen the research of measuring tools for civil servantsadaptation to workstrengthen the study of the work adaptation of civil servants in their whole careerpromote the innovation of research perspective and research method.
