Abstract:

Taking the construction of digital government as an important starting point and promoting the modernization of national governance system and governance capacity is an important working idea of the government now and in the future.O Digital government is not only the iteration of technology and data，but the transformation of government functions and system under the holistic and platform thinking. The success of digital government construction is closely related to whether the civil servants can have corresponding digital literacy. Based on the background of digital government construction，this paper focuses on the connotation of digital literacy that grass-roots civil servants should possess and the corresponding promotion path under the constraints of social environment，policy environment and practice environment. The digital literacy of civil servants at the grass-roots level is a comprehensive digital ability that includes six dimensions：technology，data，communication，learning，security and problem solving.
