    Participatory governance is an important path of grassroots community governance innovation. Through the in-depth participation of residents,the autonomy of community residents is further improved and the ability of community governance is enhanced. Starts with the four autonomy elements of system,platform,subject,resources,this paper analyzes and summarizes the practices and experiences in the four successful cases of residents’ autonomy in Changning District,Shanghai. Combined with in-depth interviews with neighborhood committees,this paper analyzes the current problems and causes in the practice of urban community residents’ autonomy,and proposes four paths to further improve the urban community residents’ autonomy,namely,the path of empowerment and task transformation, the path of platform construction and mechanism improvement,the path of topic development and behavior shaping, and the path of mining and integrating resources.

    Based on three databases including CSSCI,CNKI and literature databasecombined with CiteSpace visualization softwareanalyzes these research results of community governance by comprehensively using bibliometrics and qualitative analysis methods, and obtains some important findings as followedhas formed 5 main research fields composed of base researchresidents’ autonomy and participationurban and rural duality research, public service and reflection of community governancethe research evolution has undergone four periods as gestationformationdevelopment and depth adjustmentcommunity governance structure and community social organization are both research hotspots and frontierthe interdisciplinary features obvious and axes are political sciencesociology and public managementhas formed three theoretical communities centered on governance theorysocial capital theory and state-social relations theoryresearch method is mainly based on qualitative research method and empirical analysis relies on single case study excessively. Based on the above research conclusionsthree future trends of domestic community governance research with reflection and advancement as the core characteristics are drawn.

    The development of Chinese civil servants’ administrative ethics has a dual narration of jurisprudence and politics. Jurisprudential narration originates from the logical appeal of administration according to law,civil servants must exercise public power according to laws and regulations. Political narration originates from the logical appeal of effective governance, civil servant must exercise public power according to political requirements. Under the interactive domination of jurisprudential narration and political narration, civil servants’ administrative ethics presents two forms of development: ethics of responsibility and ethics of belief,the former requires practicing the principle of“avoiding evil”,while the latter requires realizing the goal of “pursuing good”,both of them have internal tension and compatibility space.

    The construction of rural public cultural service system is an essential part of the construction of national public cultural service system. In recent years,the supply of rural public service has fallen into the dilemma of increasing financial input and low supply efficiency. From the perspective of sociological institutionalism theorythis paper focuses on the institutional environment where the rural township comprehensive cultural centers survive and organizational isomorphism in T City and Z City of Hubei province. By analyzing the behavior logic of rural comprehensive cultural service centersit is found that in order to adapt to the institutional environmentorganizations adopt the response strategies of symbolic policy implementationselective service supply and formalized assessmentwhich results in the predicament of the failure of free openingthe imbalance of supply-demand structure and the distortion of evaluation results. The strategic response of the organization has also led to the evolution of the institutional environment of rural public cultural service.

    Government’s open data value co-creation refers to value realization as the internal driving force, regarding government and multiple stakeholders as a whole, and through various methods such as participation,consultationcooperation in order to create the government’s open data valuerealize the maximum and diversified development and utilization of the government’s open data.     “Politics-administration dichotomy” is the ideological basis of administration science. At the end of the Qing Dynasty and the beginning of the Republic of China,this thought has been analyzed and explored in China. Reformist courtiersbourgeois reformistsbourgeoisie revolutionariesjournalists and scholars in the period of preparatory constitution, based on their own standpointsall explored the core issues of politics-administration dichotomycentral-local dichotomy in administrationlocal autonomy and party politics to varying degrees. The inertia of the traditional administrative systemthe reform that did not follow the superstructure to adapt to the law of economic basis, the time lag in the change of ideasthe immaturity of party politics and other factors prevented the people from exploring the level of this theory in the late Qing and early Republic of China. In the late Qing Dynasty and the early Republic of Chinathe exploration of “politics-administration dichotomy” has important academic value in the history of administrative thought.
