Dual Narration of Administrative Ethics of Contemporary Chinese Civil Servants

Abstract:

The development of Chinese civil servants’ administrative ethics has a dual narration of jurisprudence and politics. Jurisprudential narration originates from the logical appeal of administration according to law,civil servants must exercise public power according to laws and regulations. Political narration originates from the logical appeal of effective governance, civil servant must exercise public power according to political requirements. Under the interactive domination of jurisprudential narration and political narration, civil servants’ administrative ethics presents two forms of development: ethics of responsibility and ethics of belief,the former requires practicing the principle of“avoiding evil”,while the latter requires realizing the goal of “pursuing good”,both of them have internal tension and compatibility space.
