Abstract: Community is an important unit to deal with risks in modern society，and plays an irreplaceable role in the prevention and control of major public emergencies. IRGC framework emphasizes the integration, cross-border governance solutions and attaches significance to stakeholder participation，including pre-assessment，assessment，description, evaluation and management，which provides new measurement for community risk governance researches. By means of the IRGC risk analysis framework，this essay analyzes the problems in community risk governance in major public emergencies and puts forward corresponding improved suggestions.
