Abstract:
Elderly services policy plays an important role in aging society. Shanghai is the region with the most serious aging dilemma in China. Since 1949,elderly service policy in shanghai have witnessed four stages:initial neglect phase,budding stage,standardized management and social development period and finally all-round development. After 70 years’ development the elderly service policy has evolved from the basic social assistance for those elderly who live alone to a comprehensive policy system aiming to improving total elderly service quality for all elderly. From the perspective of evolution logic,the 70 years’ policy change is a process of responding to social needs and transforming of government functions. It is also the result of aligning with national and international experience.
