Abstract:

User acceptance is the premise that users use government data to create value. China is still in the initial stage of opening government data，and there is a lack of inquiry into the process of user acceptance. This paper draws on the technology acceptance model，builds an open dynamic process model of government data from the perspective of user acceptance，designs 13 observation indicators to measure the usefulness and ease of use of government data，and constructs a user acceptance model of open government data. Six aspects are used to observe the user acceptance situation. Through the method of case comparison analysis，three cities of Shanghai, Beijing，and Guiyang are selected and compared according to the above evaluation indicators. The study find that the usefulness and ease of use of government open data will have a positive impact on user acceptance. Exploring government data from the perspective of user acceptance is conducive to improving the efficiency of current government data opening and allowing government data to be fully explored. Suggestions are put forward to attach importance to the construction of the subject of open data organization，clarify the subject of responsibility for the work of open data，and make the public supervision having specific objects，which is conducive to improving the responsiveness of the platform.
