中欧班列对中欧贸易增长的影响及政府对策研究

Research on the Impact of the Opening of China-Europe Express on China-Europe Trade Growth and Government Countermeasures

摘要: 由中国主导推动的中欧班列是中国产品出口欧洲的一个重要平台,但因为返程重箱率低而被认为仅对中国单方有利。研究选取了36 个欧洲国家2006—2017 年间的国家层面面板数据,运用多期双重差分法实证检验中欧班列的开通对中欧贸易增长的影响。主要结论:中欧班列的开通对中欧贸易增长具有促进作用,对开通国的正向促进作用明显大于未开通国;从地理区位差异来看,中欧班列对中部欧洲国家贸易增长的促进作用最大,其次是东欧国家,对北欧国家的影响最小;从二元边际的作用路径来看,中欧班列对中欧贸易增长的促进作用来源于企业的二元边际,即通过出口企业的集约边际和扩展边际达到贸易增长的目的。基于上述结论,提出均衡布局、加强交流、协商合作、合理调控等对策建议。

Abstract:

With the normalization of epidemic prevention and control, global economic recovery has become the main theme of today's world. As an important carrier of the "Belt and Road" interconnection between China and European countries, the China-Europe Express has played an irreplaceable role after the 2008 financial crisis and the new crown pneumonia in 2020. It is important to study the impact of the opening of the China-Europe Express on the growth of Sino-European trade. The importance has become increasingly prominent. This paper selects the country-level panel data of 36 European countries from 2006 to 2017, and uses the multi-period difference in difference method to empirically test the impact of the opening of the China-Europe express train on the growth of China-Europe trade. The main conclusions are as follows: first, the opening of the China-Europe express train has a positive effect on the growth of China-Europe trade, and the positive promotion effect of the opened countries is significantly greater than that of the non-open countries; second, in 2011—2017, the opening of the China-Europe express train will promote trade with European countries and the impact presents a dynamic trend feature of "first decline, then rise, then decline and then rise"; third, from the perspective of geographic location differences, the China-Europe Express has the strongest promotion effect on the trade growth of Central European countries, followed by Eastern European countries with the least impact of Nordic country; fourth, from the perspective of the role of the dual margin, the promotion of Sino-European trade growth comes from the dual margin of enterprises, that is, the growth of trade is achieved through the intensive margin and expansion margin of export companies.
