Promotion Strategy for Carbon Emission Efficiency in Beijing-Tianjin-Hebei Urban Agglomeration—Sample Analysis Based on 13 Prefecture-Level Cities

摘要:

环境污染问题长期制约京津冀协同发展。本文运用超效率松弛变量测度(SBM)模型和全局莫兰(GML)指数模型分析2011年至2022年京津冀碳排放效率,并探究其时空分布特征。从整体上看,京津冀碳排放效率呈上升态势,且技术进步对效率提升的贡献度高于技术效率,但整体仍处于较低水平。从空间格局看,京津冀碳排放效率呈现“东高西低”和“北高南低”态势。从影响因素看,能源强度提升对本地区及周边地区的碳排放效率具有显著抑制作用;第二产业比重增加对本地区的碳排放效率也会产生抑制作用,但对周边地区的碳排放效率具有正向空间溢出效应。

Abstract:

The problem of environmental pollution has long restricted the coordinated development of the Beijing-Tianjin-Hebei Urban Agglomeration. To explore the spatiotemporal distribution characteristics of carbon emission efficiency,this paper employs the super-efficiency SBM model and the GML index model to analyze the carbon emission efficiency of the region during the period from 2011 to 2022. On the whole,the carbon emission efficiency of the Beijing-Tianjin-Hebei Urban Agglomeration has shown an upward trend,with the contribution of technological progress exceeding that of technical efficiency. However,the overall level remains relatively low. In terms of spatial pattern,the carbon emission efficiency in the Beijing-Tianjin-Hebei Urban Agglomeration presents a distribution characteristic of being higher in the east than in the west and higher in the north than in the south. In terms of influencing factors,energy intensity has a significant inhibitory effect on the carbon emission efficiency of this region and its neighboring regions,while the increase of the proportion of the secondary industry has an inhibitory effect on the local carbon emission efficiency,but it has a positive spatial spillover effects on the carbon emission efficiency of neighboring regions.
