The grassroots social innovation led by the party building promoted throughout the country is endless. The investigation of the innovation practice which the Committee of Jin-Tie Square building committee has established in P District，and it has important theoretical and practical value to explore its operation logic. Based on the four-dimensional elements of organizational theory，through the substantive operation of organizational structure，the full supply of information and incentives，the effective cooperation of informal system with formal system，and the linkage of internal and external governance environment of buildings，the building committee has achieved effective governance performance in resolving the dilemma of community governance of commercial buildings. And then dug deep to obtain the internal logic of governance efficiency. That is，the system design perfection logic based on organizational structure，the service-oriented logic based on information and incentives to meet social demands，the political absorption administrative logic based on informal system to satisfy emotional needs，and the spatial integration logic based on organizational environment to meet the needs of governance modernization.
