Based on comparing the common and differentiated characteristics of intelligent old-age care policies among super aging regions，suggestions for optimizing intelligent old-age care policies were proposed. From the perspective of policy tools and combined with the scope of intelligent old-age care policies，a two-dimensional analysis framework was constructed. Content analysis method was used to statistically analyze 51 policy texts from Nantong，Fushun，Neijiang，and Ulanqab. The study found that four regions had paid attention to the development of intelligent old-age care，but the level of attention should be strengthened，and there was significant difference of attention among regions；the structure of policy tools was similar among the four regions；the policies in all four regions covered home-based, community-based，and institutional old-age care，with the highest level of attention given to home-based old-age care. The configuration of policy tools for home- based，community-based，and institutional intelligent old-age care needed further optimization. Based on this，it was proposed that increased the supply and optimized the configuration of intelligent old-age care policy tools，improved the development environment of home-based，community-based，and institutional intelligent old-age care.
