Current research on cyber public opinion governance demonstrates five major theoretical paths： the rule-of-law governance path emphasizing government-led institutional control under the rule of legal thinking，the market governance path highlighting industry self-regulation under market logic the collaborative governance path advocating multi-subject coordination under synergy theory the technological governance path prioritizing data rationality and intelligent interaction through technological empowerment，and the emotional governance path focusing on emotional expression reconstruction and practice from practical reorientation from affective perspectives. Cyber public opinion governance has undergone disruptive transformations in governance philosophy，subjects，and methodologies，resulting in a paradigm shift. In practical implementation，it increasingly presents a complex landscape characterized by multidimensional coupling and dynamic nesting.
