新西兰营商环境治理模式及对中国的启示

New Zealand’s Business Environment Governance Model and Its Enlightenment to China

摘要:

优良的营商环境是一个国家或经济体经济发展与社会进步的重要标志,营商环境便利度的高低直接影响着企业开办、运营、退出的全生命周期。新西兰作为发达经济体,其市场发展较为成熟,营商环境便利度排名在世界银行《全球营商环境报告》中多年位居前列。对该报告中的指标进行分析,初步归纳出新西兰由营商政务环境、营商法治环境、营商税务环境三方面构成的独特治理模式。我国可借鉴新西兰营商环境治理模式的经验,进一步促进我国的营商环境向更高水平发展。加快建设数字政府,优化营商政务服务;注重制定营商法律法规,提升行政执法效能;加强税务管理,提高征税纳税便利度。

Abstract:

An excellent business environment is an important symbol of the economic development and social progress of a country or economy. The convenience of the business environment directly affects the entire life cycle of enterprise establishment,operation and exit. As a developed economy,New Zealand has a relatively mature market development,and its business environment ranking has been at the forefront of the World Bank report for many years. By analyzing the indicators in the business environment report of the World Bank of New Zealand,this paper preliminarily concludes that New Zealand’s unique model consists of three aspects:business government environment,business legal environment,and business tax environment governance. By learning from the experience of New Zealand’s business environment governance model,China should speed up the construction of digital government,optimizing business administration services;pay attention to formulating business laws and regulations, improving the effectiveness of administrative enforcement;improve the ease of collecting and paying taxes,to further promote the development of China’s business environment to a higher level.
