粤港澳大湾区珠三角九市养老服务政策研究——基于政策文本内容分析

摘要:

在建设粤港澳大湾区的背景下,珠三角地区九市政府如何充分发挥政策作用,在积极应对本地人口老龄化压力的同时,吸引港澳地区老年人来粤养老,对促进粤港澳大湾区养老服务业的发展具有重要意义。基于罗斯威尔的政策工具理论,运用Nvivo质性分析软件对201 3 月以来珠三角九市的养老服务政策文本进行分析。研究发现,各类型政策工具比例及内部结构失衡,对政府依赖程度较高;补助福利类政策运用不足;养老服务政策大湾区特色不显著,九市仍存在区域间协同发展的障碍。建议优化政策工具的使用,减少对政府的依赖;加大补助福利政策的使用,建设珠三角“福利社会”;把握粤港澳大湾区建设时代背景,构建协同发展的区域养老服务政策体系。

Abstract:

How the governments of the nine Pearl River Delta cities can give full play to their policy role in attracting elderly people from Hong Kong and Macao to Guangdong for the elderly is of great significance to promoting the development of the elderly care business in the nine Pearl River Delta cities. Based on Roswell’s policy tool theory,this paper uses Nvivo software to analyze the pension policy texts of nine cities in the Pearl River Delta after March 2017. The study found that the proportion of various types of policy tools and their internal structures are unbalanced,and they are highly dependent on the government;subsidy and welfare policies are insufficiently used;pension policies are not distinctive in the Bay Area,and there are still obstacles to coordinated development in the nine cities. It is recommended to optimize the use of policy tools and reduce dependence on the government;increase the use of subsidy and welfare policies to build a“welfare society”in the Pearl River Delta;grasp the era background of the Guangdong-Hong Kong-Macao Greater Bay Area and build a regional pension policy system for coordinated development.
