科研院所薪酬制度改革的路径探索

摘要:

科研院所是我国全面实施创新驱动发展战略、建设世界科技强国的重要力量,薪酬制度是科研院所充分发挥作用的重要支撑。为使薪酬制度更符合科研院所的特点,需要进一步改革和完善科研院所的薪酬制度。具体路径包括:进一步明晰政府对科研院所薪酬管理的责任和边界;采取更为灵活的收入分配方式;运用总体报酬理论丰富科研院所薪酬制度;建立和完善工资水平决定和增长机制;建立预算管理、自律与监管相结合的薪酬总量管理模式;进一步明晰不受薪酬(或绩效工资)总量限制的项目;促进科研院所形成公平有效的内部分配机制;重视薪酬激励政策落地的“最后一公里”问题;强化政府投入责任,保障薪酬经费来源的稳定性。

Abstract:

Scientific research institutes are an important force for comprehensively implementing my country’s innovation-driven development strategy and building a world power in science and technology. The salary system of scientific research institutes is an important support for achieving the above goals. In order to make the salary system of scientific research institutes more in line with the characteristics of scientific research institutes,it is necessary to further reform and improve the salary system of scientific research institutes. The specific path is that further clarify the government’s management responsibilities and boundaries for the salary management of public scientific research institutions,and adopt a more flexible distribution method,apply the total compensation theory to enrich the compensation system of scientific research institutes,establish and improve the salary level determination and growth mechanism,establish a total salary management model that combines budget management,self-discipline and supervision, and further clarify the projects that are not limited by the total salary (or performance salary),and promote the formation of a fair and effective internal distribution mechanism in scientific research institutions,pay attention to the “last mile” problem of the implementation of salary incentive policies,and strengthen the government’s investment responsibility and ensure the stability of the source of salary funds.
