Abstract:

The distribution of income is closely related to people’s livelihoods. A corrdinated distribution system and a reasonable distribution structure will contribute to the goal of common prosperity for eveyone. Public institutions are the main carriers of providing pubilc welfare services in ecnomic and social development，and are the significant force in the construction of Socialism with Chinese Characteristics for a New Era. According to the requirements of the top-level design and macro-control，we should innovate the income distribution system of public institutions with new ideas and mechanisms，establish and improve the performance appraisal system in line with the functional positioning and the industrial characteristics of the public institutions and corresponding income distribution method. From system and mechanism，we should ensure that public institutions can activate their own distribution under the control of the total income distribution adjustment to mobilize the entusiasm of the general staff, to provide homogeneous and high-level public management and services for economic construction and social development and to establish a virtuous cycle and an up and down linkage new mechanism of income distribution.
