协同何以成功:J 省G 区行政审批代办服务的个案研究

How Collaboration is Successful: A Case Study of Administrative Approval Agency Service in J Province G District

摘要: 县区级行政审批局作为协调推进基层“放管服”改革的组织基础,积极探索跨部门协同是其重要工作。从跨部门协同情境、协同机制、协同效能三个维度构建J G 区行政审批局服务创新的解释框架:因资源转移、组织建立、组织改革等府际关系变迁而产生了新的协同机制,结构性机制与程序性机制从动静两个维度推动G区跨部门协同,但协同效能并未达到理想状态,服务整合未能化解目标偏差和权责分化的问题,降低了协同主体的利益一致性;技术工具受部门间利益壁垒制约,难以提升技术应用能力;官僚个人关系网络的不确定性与协同权威的阶段性特征弱化了矛盾协调能力。因此,围绕管理体制、规则体系和平台建设实现规范协同,以及聚焦治理主体、治理工具和治理对象实现应用协同,是提升协同效能的重要方式。

Abstract: The county and district administrative examination and approval bureaus serve as the organizational basis for the coordinated advancement of the grassroots “decentralization,management and service” reformand it is an important task to actively explore cross-departmental and cross-level collaboration. Constructing an interpretation framework for service innovation of the Administrative Approval Bureau of J Province G District from the three dimensions of cross-departmental collaboration contextcoordination mechanism, and coordination efficiencydue to changes in intergovernmental relations such as resource transfer, organizational establishmentand organizational reformnew coordination mechanisms and structural mechanisms have been created Promote cross-departmental collaboration in G District from both dynamic and static aspects with the procedural mechanismbut the synergy efficiency has not reached the ideal state. Service integration has failed to resolve the problems of target deviation and division of powers and responsibilitiesand reduced the consistency of interests of the cooperating subjects; technical tools also restricted by interest barriers between departmentsit is difficult to improve the ability to apply technologythe uncertainty of the bureaucratic personal relationship network and the phased characteristics of collaborative authority weaken the ability to coordinate conflicts. Standardized synergy built around the management systemrule system and platform constructionand application synergy built by focusing on governance bodiesgovernance toolsand governance objects are important ways to improve the effectiveness of synergy.
