制度环境、组织同构和策略回应——农村乡镇综合文化服务中心行动逻辑的制度主义分析

Institutional Environment, Organizational Isomorphism and Strategic Response——Institutionalism Analysis of Action Logic of Rural Township Comprehensive Cultural Service Center

摘要: 农村公共文化服务体系建设是国家公共文化服务体系建设的重要组成部分,近年来农村公共文化服务供给陷入财政投入增加而供给效能降低的困境。文章以组织分析新制度主义理论为视角,聚焦湖北省T市和Z市农村乡镇综合文化中心生存的制度环境和组织同构现象。对农村乡镇综合文化服务中心行为逻辑进行分析后发现,组织为适应制度环境而采取象征性政策执行、选择性服务供给和形式化考核监督等回应策略,造成免费开放失效、供需结构失衡和评估结果失真等困境;组织的策略回应也导致了农村公共文化服务制度环境的演变。

Abstract:

The construction of rural public cultural service system is an essential part of the construction of national public cultural service system. In recent years,the supply of rural public service has fallen into the dilemma of increasing financial input and low supply efficiency. From the perspective of sociological institutionalism theorythis paper focuses on the institutional environment where the rural township comprehensive cultural centers survive and organizational isomorphism in T City and Z City of Hubei province. By analyzing the behavior logic of rural comprehensive cultural service centersit is found that in order to adapt to the institutional environmentorganizations adopt the response strategies of symbolic policy implementationselective service supply and formalized assessmentwhich results in the predicament of the failure of free openingthe imbalance of supply-demand structure and the distortion of evaluation results. The strategic response of the organization has also led to the evolution of the institutional environment of rural public cultural service.
