    Community Social Organizations’ Participation in Community Governance:Roles,Challenges and Empowerment

    Community social organizations are an emerging force promoting the modernization of grassroots social governance,and an important role for deepening the reform of the social system,stimulating social vitality,and innovating social governance in the new era. The participation of community social organizations in community governance can play the role functions of innovators of community public services,coordinators of grassroots social conflicts,producers of community social capital,and promoters of community economic development. In recent years,although a series of policies promoting the development of community social organizations have been introduced at the institutional level,leading to a vigorous increase in the number of community social organizations. However,from the perspective of legal actors,in reality,community social organizations still face organizational autonomy dilemmas,inter-organizational collaboration dilemmas,and community-level identity dilemmas in the practice process of participating in governance. To respond to the above challenges,promote the high-quality development of community social organizations,and enhance the effectiveness of community social organizations’ participation in community governance,it is necessary to strengthen administrative empowerment of service-oriented supervision and institutional support based on the perspective of governance communities,focus on self-empowerment of industry autonomy and collaborative progress,and highlight digital governance empowerment of intelligent governance platform construction and digital capacity building.

     In recent years,the situation of telecom network fraud crime is very serious,and young people have become the main victims. The qualitative study found that the inferior field game,inertia and no resources confrontation are the pre-factors of young people being cheated,but the misperception throughout the whole process of the young victims’ suffer from telecom network fraud practice is the core. Misperception is a kind of belief state established by the young victims on the field of telecom network fraud,the misperception of the young victims is embodied in the misperception of the illusion at the stage of the entrance,the misperception of the rules at the stage of the scammer’s struggle for legitimacy,and the misperception of the symbolic power at the stage of the scammer’s capital plunder. Misperception is not only the cause of the young victims’ physical operation,but also the reason for the long-term maintenance of the field structure. Therefore,it is necessary to prevent and eliminate young people’s wrong understanding of telecom network fraud from the perspective of subjectivity,and improve their security situation and rational thinking.

     Since the 18th National Congress of the Communist Party of China(CPC),the major concept of comprehensive and strict party governance has attracted widespread attention in academia and the practical world,and has quickly become a hot topic of academic research. However,there is currently a lack of systematic research on this topic based on bibliometrics. Using CiteSpace,a bibliometric analysis tool,we conducted a visual analysis of 728 CSSCI-indexed journal articles on comprehensive and strict party governance collected by CNKI from 2013 to 2023. We obtained nine knowledge graphs and charts,including a co-occurrence knowledge network map of research institutions,a co-occurrence knowledge network map of authors,a co-occurrence graph of keywords,a keyword clustering graph,a keyword timeline graph,a keyword time zone graph,a keyword emergence graph,a publication volume table,and a hot keyword analysis table. Based on these graphs and charts,the current research achievements on comprehensive and strict party governance are already quite abundant. The research themes show clear priorities,the research issues highlight key points, and the research conclusions have reached a basic consensus. Looking to the future,to promote the high-quality development of research on comprehensive and strict party governance,it is necessary to enhance the breadth of research through interdisciplinary approaches and team collaboration,to deepen research by focusing on core issues and long-term tracking,and to improve research precision by optimizing methods and expanding paradigms.

    Digital governance is a double-edged sword and should be brought under the rule of law. From the legal perspective,the connotation of digital governance includes both the governance by digital technologies and governing digital technologies. The former involves using digital technologies as tools of governance,while the latter as the object of governance focusing on preventing and regulating the negative societal impacts of digital technologies. The challenges that digital governance poses to the current rule of law are prominently reflected in aspects such as the infringement of digital rights,the expansion of digital power,the lagging digital legal system,and the fragmentation of global digital governance rules. It is essential to uphold principles of digital rights protection,digital power constraints,multi-stakeholder governance and pluralistic governance,digital sovereignty with international cooperation to advance and improve rule of law in digital governance.

    With the vigorous development of the platform economy,the current social insurance system has been unable to meet the needs of the platform workers. The participation rate of social insurance is low for the platform workers,which the labor rights and interests cannot be effectively protected. The paper combines the current social insurance system structure and operation mode with the characteristics of the platform workers for supply-demand matching analysis,from the four links of project selection,insurance payment,business management and the implementation of rights and interests,systematically explores the reasons of the platform workers’ insurance participation dilemma. On the basis of comprehensively sorting out the typical experience of foreign countries,the paper puts forward relevant suggestions from three aspects of “regulation”“empowerment” and“responsibility”.

    Digital trade has become a new engine for global development. Shanghai Pilot Free Trade Zone should take the lead in fully integrating with international high standard digital trade rules such as CPTPP and DEPA,promoting institutional openness through higher level stress testing,and providing more “Shanghai Propositions” for digital trade rule innovation and institutional construction. At present,Shanghai Pilot Free Trade Zone is still in the exploratory stage of integrating with CPTPP and DEPA,and there still exist a lack of breadth and depth. We should accelerate the construction of a secure,compliant,convenient and orderly cross-border data flow mechanism,continuously deepen innovation in data technology applications,establish an efficient data openness and sharing mechanism,establish and improve risk warning and prevention mechanisms in the field of digital trade,and build dispute resolution channels that adapt to international rules,develop and introduce a series of policies and mechanisms to support and guide small and medium-sized enterprises in conducting cross-border digital trade.

    The collective turnover of employees in enterprises has a profound impact on relevant 1978 to 2021this study selected 102 collective turnover cases and 16 typical collective turnover organizations and employee groups. Based on the 43 years of Chinas reform and opening up from cases from five databases of the China Knowledge NetworkCNKI.
