    If the Party’s leadership over the duties of the People’s Congress is a concentrated expression of the law of political construction,that is,“the Party’s leadership,the people being masters of the country,and governing the country according to law are organically unified”,then the regulations within the Party leading the duties of People’s Congress in the Party regulations are the normative expression of this concentrated embodiment. With the continuous improvement and perfection of the Party’s leadership regulations,the normative requirements and action mechanism of the Party’s leadership work have gradually entered a systematic state:supporting and ensuring the people to be masters of the country,democratic centralism,giving full play to the role of state power organs,ruling according to law and other principles;political leadership,ideological leadership,organizational leadership,leadership according to laws and regulations,etc;as well as ideology,organizational embedment,work report and request report,personnel leadership,mobilization of NPC deputies performance organizations,and the joint efforts of party organizations at all levels and the NPC.

    Effective salary management is an important prerequisite for building high-level universities. However,in practice,both macro level salary governance in the government and micro level salary governance in universities face challenges. With the coordinated development of education,technology and talent,university salary governance needs to take account of both macro and micro levels. It is necessary to focus on both macro level reform empowerment and the construction of internal micro governance systems in universities. Based on this,this article constructs a dual governance system of university salary from both macro and micro levels,and systematically analyzes the difficulties faced by macro and micro governance. Suggestions are proposed to provide reference for the reform of Chinese university salary system.

    In the process of accelerating aging in China,local governments have introduced a series of home-based elderly care services policies,and policy tools are also constantly evolving. This article uses the method of policy text analysis to analyze the quantity,types and use of elderly care services policies tools,and explores the evolutionary logic of local government home-based elderly care services policy tools. Research has found that policy tools can be divided into three types:supply type,environmental type and demand type. The overall configuration of policy tools exhibits dynamic characteristics of mutual adaptability in terms of time dimension and internal structure. Its evolution logic is manifested as:from family and government leadership to inclusive and diverse subjects,from hard laws and regulations to flexible measure selection,from traditional bureaucratic operation to intelligent operation of digital services.

    Studies have pointed out that there is no class solidification social mobility in China,but class solidification occupied the public opinion space for a long time. The reason is mainly due to the current “class solidification sense” that prevails among members of society. The“class solidification sense” is different from the existing concept and directly confronts the“solidification” factor felt by members of society. The formation of a sense of class solidification has both practical factors and historical factors and public opinion exaggeration. The existence of this social sense will also pose new challenges to the expression of opinions,political stability and political identity. To cope with the challenges brought by social sense,we should not only adjust from the aspects of actual economic development and social security,but also pay attention to the guidance of public opinion,enrich social evaluation standards,and release social emotions.

    An empirical study of the professional identity level of 382 college students majoring in secretarial science in seven schools was conducted by using a questionnaire. It is found that the overall level of professional identity of college students majoring in secretarial science is moderately high;the professional identity level of college students majoring in secretarial science is significantly different in political affiliation, the way of entering the major,ranking of professional GPA,the type of registration and perception of professional prospect. On this basis,countermeasures and suggestions to enhance the professional identity level of college students majoring in secretarial science are discussed from four main subjects:professional teaching and research group,teachers,students and secretarial-related work units.
