With the evolution of urbanization and the promotion of market-oriented
reforms, commercial elements are gradually injected into urban communities.
Neighborhood relationships, which were originally linked by blood ties or
cultural customs,have
become atomized and fragmented. The community identity,sense
of belonging, and sense of security of various members are becoming
increasingly scarce,and conflicts between different
groups are becoming more prominent. Community platform organizations, as equal
carriers of dialogue,communication,and collaboration among all parties,have
become the best choice for many urban community administrators to resolve
conflicts. This article combines the successful practice case of the “Business and
Residential Alliance” platform organization in S residential area,summarizes the experience and practices of the platform organization,and establishes a public value scorecard model to evaluate the problems
and underlying reasons of the platform organization. Research has found that
alliance platform organizations tend to be more administrative in setting value
goals,their effectiveness in resolving conflicts
between professionalism and complexity is insufficient,and
insufficient support from diverse forces in the authorization environment,the enthusiasm of subject participation needs to be improved,and the ability to integrate internal and external resources and
resolve conflicts in terms of operational capabilities needs to be improved. We
need to establish a common mission and enhance organizational centripetal force,strengthen internal construction and enhance organizational vitality,improve institutional norms,enhance
organizational stability,and further optimize alliance construction.
