    With the evolution of urbanization and the promotion of market-oriented reforms, commercial elements are gradually injected into urban communities. Neighborhood relationships, which were originally linked by blood ties or cultural customs,have become atomized and fragmented. The community identitysense of belonging, and sense of security of various members are becoming increasingly scarceand conflicts between different groups are becoming more prominent. Community platform organizations, as equal carriers of dialoguecommunicationand collaboration among all partieshave become the best choice for many urban community administrators to resolve conflicts. This article combines the successful practice case of the “Business and Residential Alliance” platform organization in S residential areasummarizes the experience and practices of the platform organizationand establishes a public value scorecard model to evaluate the problems and underlying reasons of the platform organization. Research has found that alliance platform organizations tend to be more administrative in setting value goalstheir effectiveness in resolving conflicts between professionalism and complexity is insufficientand insufficient support from diverse forces in the authorization environmentthe enthusiasm of subject participation needs to be improvedand the ability to integrate internal and external resources and resolve conflicts in terms of operational capabilities needs to be improved. We need to establish a common mission and enhance organizational centripetal forcestrengthen internal construction and enhance organizational vitalityimprove institutional normsenhance organizational stabilityand further optimize alliance construction.

    Social science social organizations play an important role in guiding the production of knowledge products, promoting the development of philosophy and social sciences in China. This article constructs an analytical framework of “internal governance-external resources” and conducts a fuzzy set qualitative comparative analysis based on 34 social science organizations in F Province. This study finds that the outputs of social science organizations are driven by a variety of factors such as corporate structure,human resources systemrules and regulations, party constructionsources of fundsand project channel present a configuration effect in the output of social science organizationscan be evolved into three pathsinternal promotionparty building leadershipand resource driven. The findings of the study provide an integrated methodological path for understanding the causal relationship behind the output of social science organizationsand a policy reference for promoting the high-quality development of social science organizations.

    Solving the “minor problems” of the masses is crucial to modernizing the community governance system and governance capacity. However,in practice,there are problems such as deviation in governance demand,insufficient coordination of multiple subjects,and unsmooth communication channels,which affect the quality and efficiency of community public service supply. Based on the perspective of actor network theory and co-production theory,this paper constructs an analytical framework of “network structure-production process”,and takes the practice of “Problem Solving Supermarket” in community A of N city in Guangxi as an example to explore the internal logic of how multiple actors in the community promote the reconstruction of governance network and how to interact to carry out the co-production of public services. The study finds that the grassroots government,community party organizations,community autonomous organizations and community residents and other actors form a network in the process of community governance through demand presentation, interest connection,recruitment and mobilization,to promote the generation of community consciousness of community governance,and under the leadership of the core actor,through the four processes of joint diagnosis,planning,supply and evaluation,the common production mechanism within the community is activated,and the efficiency of community governance is improved,so as to solve all kinds of “minor problems” related to the vital interests of the masses.
    The Dissipative Structure and Evolutionary Development of Public Welfare Cross-Border Cooperation System

    Faced with the complexity of the social environment and the heterogeneity of people’s public welfare needs,cross-border cooperation in public welfare has become a common choice among the three major departments of public welfare,government,and enterprise. Cross-border cooperation in public welfare is a dissipative structural system with characteristics of openness,non-equilibrium,nonlinear interactions,and fluctuations. This dissipative structural feature will generally promote the system to evolve from disorder to order. From the perspective of dissipative structure theory,it is found that the current cross-border cooperation system for public welfare in China has problems such as limited openness,homogeneous output,poor cooperation operation,and negative interference from fluctuations. In response to the above issues,it is necessary to broaden cooperation space to enhance system openness,innovate services to drive the system away from equilibrium,strengthen integration to play a non-linear role among the subjects,and explore and utilize key factors to cultivate effective fluctuations in the public welfare cross-border cooperation system based on an overall understanding of the dissipative structure mechanism. This promotes the updating and evolution of the cross-border cooperation system for public welfare,and enhances the supply side capacity of public welfare and charity.
    A Comparison of Financing and Security System in the Second Batch of Pilot Cities of Long Term Care Insurance from the Perspective of Urban Characteristics—Based on the Analysis of 12 Policy Texts

    This paper uses NVivo14 to encode the policy text of long-term care insurance in the second batch of pilot cities of long-term care insurance,constructs a node matrix,and analyzes the relationship between the economic and demographic characteristics of cities and the financing and security system arrangements of long-term care insurance. The results show that the economic characteristics of cities are more closely related to the design of long-term care insurance system than those of population;the stronger the local financial resources,the greater the dependence of financing on medical insurance funds and financial funds;the participation in long-term care insurance in most cities is still dominated by urban employees,and the payment pressure is relatively concentrated and the fairness is not good;the policy tendency to focus on ensuring the care needs of the severely disabled elderly is obvious, and there is an imbalance between supply and demand. In view of this,it is suggested to gradually reduce the financing gradient in various places,clarify the direction of independent financing,design differentiated policies according to the characteristics of different insured groups to increase the willingness to participate in insurance,and pay more attention to the moderately and mildly disabled and all kinds of dementia people,so as to give full play to the role of long-term care insurance in improving people’s livelihood.
    How Does the Positive Organizational Climate Affect the Take-charge Behaviors of Customs Officers? —The Mediating Role of Organizational Culture Identity

    The take-charge behavior is an important criterion for selecting and evaluating civil servants and has also become a hot topic in the field of public administration in China. However,the impact of organizational climate on the civil servants’ take-charge behaviors has not been explained yet. Based on 497 survey questionnairesthis paper draws on SOR theory and social cognition theory,and sets up a theoretical model to investigate the effect of positive organizational climate on customs officers’ take-charge behaviors while incorporating the mediating role of organizational cultural identity. The result shows that the positive organizational climate has a positive impact on customs officers’ take-charge behaviorsthe positive organizational climate has a positive impact on customs officers’ organizational cultural identitythe customs officers’ organizational cultural identity has a positive impact on their take-charge behaviorsthe customs officers’ organizational cultural identity plays a partial mediating role in the relationship between positive organizational climate and customs officers’ take-charge behaviors. The empirical findings contribute to the literature on civil servants’ behaviors from the new perspective of positive organizational climate. In practicethe empirical findings also have relevant management implications for the customs system to motivate customs officers to take-charge.

    The current studies on the structure of official document have achieved remarkable results in the aspects of formal element structure,writing thinking structure,writing structure mode,and overall text structure. However,since most studies focus on the static inspection of the form and the macroscopic description of the surface,the applicability and explanatory power of the conclusions are limited. Therefore,future research should strengthen the study of content information structure,combine the context of China’s document system from the perspective of text linguistics,and use interdisciplinary research methods to deeply explore the language expression,discourse structure, information organization mode of official document structure and the relationship between the elements of the text structure system. This will help to form a scientific theoretical knowledge system and provide strong theoretical support for social organizations to write official documents and communicate.
