    A Study on the Evolution of the Intergovernmental Cooperation in China’s Rural Policy—Analysis Based on Social Networks

     Rural development is a fundamental issue related to the national economy and people’s livelihood. From the new rural construction to the comprehensive implementation of the rural revitalization strategy,the top-level design about rural development has received more and more attention, and horizontal cooperation between the national competent department of rural policy formulation and other central government departments has been further strengthened. In order to deeply study the inter-governmental cooperation relationship of China’s rural policy,the paper uses 743 rural policy texts jointly issued by the central department between 2004 and 2021,takes the four large-scale institutional reforms of the State Council since 2003 as the stage nodes,and analyzes the characteristics of the inter-governmental cooperation network during the period with quantitative research methods. The study finds that the inter-governmental cooperation relationship of China’s rural policy has shown the dual characteristics of change and changelessness in recent years. In terms of change,the number of inter-governmental cooperation in China’s rural policy has been increasing,the scope of cooperation has been expanding, the complexity and intensity of cooperation have been increasing,and reached a climax after the rural revitalization strategy was proposed. The Ministry of Agriculture and Rural Affairs,the Ministry of Finance and the National Development and Reform Commission have gradually formed a stable “golden triangle” cooperation relationship. In addition,collaborative intergovernmental cooperation means a high level of departmental responsibilities and interests,and will also promote the increasingly close and stable cooperation between government departments,which can better escort the cause of rural revitalization in China.

    In the context of rural revitalizationhow township governmentsas the end of policy implementationimplement policies by creating demonstration villagesis not only related to the implementation of national policiesbut also an academic issue worth exploring. From the perspective of group politicsbased on the improved mutual adaptation modelthis paper analyzes the typical case of building a demonstration village for toilet renovation in S villageD townand clarifies the measures taken by the township government to implement rural revitalization policy and the operational logic it contains. That isthe logic of group establishment is task-oriented and policy potential energy strengthenedthe logic of goal setting is environment-oriented and resource endowment reversedthe logic of policy adjustment is goal-oriented and policy object feedbackand the logic of action selection is an interaction between authoritative promotion and political achievement drive. The formation of demonstration villages is the result of authoritative promotionpolitical achievement drive and favorable execution environment. The optimization of the operation of township leading groups in the implementation of future rural revitalization policy needs to be based on the principle of embedding grassroots regime and agrestic societyto achieve an organic combination of bureaucratic mobilization and rural social mobilization.

    With the continuous advancement of Chinese modernization, the basic connotation of Ten Million Projects” has made a qualitative leap and sublimation under the construction of the guiding theme of “Better Rural Life”that isfrom “beautiful” to “harmony” and from “first to get rich” to the evolution of the substantive connotation of “shared wealth”the evolution of the formal connotation from “key rectification” to “systematic governance” and from “capable people governing the village” to “co-governance by the whole people”. In line with this“Ten Million Project” in the new era presents sample characteristics of the mutual construction of “life” and “ecology”the nesting of “ecology” and “civilization”and the integration of “ecological community” and “governance coalition”. The innovation diffusion and experience promotion of the “Ten Million Project” must improve the connection mechanism between “hard law” and “soft law”improve the cohesion mechanism of the governance communityand demonstrate the humanistic-oriented smart governance mechanismso as to accelerate the comprehensive rural vitalization in the process of Chinese modernization.

    Using CGSS data to analyze the impact of income and public services on people’s happiness,it shows that the inverted U-shaped relationship between them statistically significant,and the impact of absolute income and relative income on subjective happiness is stronger in the middle and low income groups,while absolute income has no significant impact on high-income groups. Public services can have a significant positive impact,and  the impact of low-income groups is significantly higher than that of middle and high income groups. Public services strengthen the positive impact of income on happiness by improving satisfaction and sense of gain,the negative effects of income were buffered by increasing the sense of income equity and social equity. To enhance people’s happiness,government  should promote the stable growth of income,maintain the fairness of income distribution,optimize the structure of public expenditure,promote the equal supply of basic public  services.

    As an important subject of rural governance, social organization is an important force to promote the modernization of rural governance. Social organizations often face complex local environments in the process of participating in rural governance. How to embed local environment directly affects the entry of social organizations,project implementation and governance performance. Through field observation of the “H·Tea Family” project carried out by L social organization in H Village,Xinyang City,Henan Province,the “soft embedding” strategy and its action logic presented in the case are summarized. The research shows that in order to cope with environmental uncertainty,social organizations tend to adopt the action strategies of relationship embedding,cultural custom embedding and structure embedding. These action strategies generally exhibit the characteristics such as flexibility of interaction behavior,progressive embedding process,balance of coupling and decoupling,and embedding process of internal and external interaction of resources. Practice shows that clear forms of inter subject relationships,coupled action goals and cultivation of villager are effective ways to promote social organizations to participate in rural governance.

    Community participatory governance is a proposition of our times,and promoting participation through shared behavior is a path to enhance community governance. Sharing can be both an end and a means. The rapid development of the sharing economy has provided operational possibilities for promoting community participatory governance. Among the community sharing platforms,the most typical ones are applets,WeChat groups and Moments based on WeChat platforms. The public and convenient features of community sharing platforms have a significant positive effect on promoting community participation. The Neighborhood Mutual Assistance Community Cloud Governance Platform in Baotaqiao Street,Gulou District,Nanjing provides a vivid and intuitive practical case for promoting community participation through sharing platforms.

    The topic of civil servant capacity has been concerned and discussed in the academic field continuously and a large number of literature results have been formed. It is necessary to review and summarize the existing researches periodically to enhance knowledge accumulation and reproduction of this topic. Therefore,this paper takes the large sample literature of civil servant capacity in the past thirty years as the data source,uses CiteSpace to draw the knowledge map of civil servant capacity research,so as to analyze the evolution of research theme,research hotspot and development trend in the field of civil servant competence. It is found that the research on civil servants capacity has formed five topic areas of key abilities,including civil servants political ability,administrative ability,legal ability,governance ability and information technology ability. In the future,on the one hand,it is necessary to deepen and innovate the research topics of civil servant ability,especially to focus on the digital adaptability of civil servants in the digital era. On the other hand,it is urgently for the academia to apply scientific research methods and innovative research horizons in research of civil servants abilities.
