Soft Embedding:A Study on the Action Logic of Social Organization’s Participation in Rural GovernanceA Case Study of L Social Organization’s Participating in the H Village Project

Abstract:

As an important subject of rural governance, social organization is an important force to promote the modernization of rural governance. Social organizations often face complex local environments in the process of participating in rural governance. How to embed local environment directly affects the entry of social organizations,project implementation and governance performance. Through field observation of the “H·Tea Family” project carried out by L social organization in H Village,Xinyang City,Henan Province,the “soft embedding” strategy and its action logic presented in the case are summarized. The research shows that in order to cope with environmental uncertainty,social organizations tend to adopt the action strategies of relationship embedding,cultural custom embedding and structure embedding. These action strategies generally exhibit the characteristics such as flexibility of interaction behavior,progressive embedding process,balance of coupling and decoupling,and embedding process of internal and external interaction of resources. Practice shows that clear forms of inter subject relationships,coupled action goals and cultivation of villager are effective ways to promote social organizations to participate in rural governance.
