In recent years, digital technologies such as big data, cloud computing,Internet of things and artificial intelligence have gradually penetrated into the financial field, resulting in the emergence of digital finance. On the one hand, the organic combination of financial industry and digital technology promotes the rapid development of finance. On the other hand,it also exposes the corresponding non-traditional financial risks. Major developed countries and regions around the world have incorporated digital finance,an emerging form of business, into the financial regulatory system and continuously improved it. Based on this, this paper compares the evolution of digital financial regulatory policies in the United States, the United Kingdom,Germany,Singapore,Japan,India and other countries, combs out the main experience of global digital financial regulation, and provides enlightenment and policy suggestions for China’s digital financial regulation.

Based on the Digital Service Trade Restriction Index(DSTRI),different countries and policy restrictions are compared. The results show that the global digital trade barriers are on the rise, and the digital trade barriers in developed countries are significantly lower than those in developing, countries. The restrictions on digital trade in developed countries are mainly reflected in the policy areas of infrastructure and connectivity, while the restrictions on digital trade in developing countries involve various policy areas. There are many restrictions on digital trade in China. Poor infrastructure and connectivity and other digital trade barriers are important constraints on digital trade in China. Regulatory divergence, market access divergence and fragmentation of regional digital governance are the main causes of global digital trade barriers. China should improve its digital trade development strategy as soon as possible, lay a solid foundation for the development of domestic digital industry, and take a more active attitude to join the regional trade agreement negotiations and WTO plurilateral negotiations on Electronic Commerce, so as to reduce its own digital trade barriers.

Driven by the traffic demand of traditional e-commerce and the monetization demand content platform, content e-commerce with dual attributes of community and e-commerce has become a new outlet. However, the existing theories lack an explanation for the internal mechanism of the formation and development of content e-commerce. This paper takes the short video platform Kuaishou and the content community platform Xiaohongshu as the study cases, and analyzes their growth path evolution based on the circular value logic composed of value creation, value transmission, and value acquisition. We extract the corresponding management inspiration to provide a reference for the successful development of the emerging content e-commerce platform.

Aiming at the shortcomings of low-value density and inconsistency in online reviews of complex experiential products,a deep mining model of user preferences is proposed to support enterprises to improve existing products based on product reviews accurately. First, establish a bidirectional long and short-term memory neural network(BiLSTMNN) to fine-grained mining the user emotional polarity implicit in the rough comments. Secondly,in order to mine user preferences from inconsistent comments,a partial regression model is used to mine users’ perceptions of different attributes Linear preference. Finally, according to the trained partial regression model, the Kano model is applied to discover the non-linear preferences of users with various attributes. Taking the data of Shanghai Disneyland company as an example, the user preference deep mining model designed in this paper can mine the user’s non-linear preferences implied in complex experiential product reviews with high accuracy and then put forward suggestions for product improvement.

Data security is the lifeline of colleges and universities, which is related to the stability and development of colleges and universities. At present, under the coupling effect of multiple risk factors such as internal and external human, system, technology and environment, data security in universities is facing more and more risk challenges. Based on the life cycle theory and risk coupling model, the article aims at the whole process of collecting, transmitting, storing, processing, sharing and disclosing, destroying about university data, tracing the risks of university data security from human, system, technology and environment, and constructing a multidimensional early warning monitoring and security protection system for university data security which is coupled with all elements,all-round,all chain and all time.

With the advent of the era of big data, the university digitization continues to advance. and the volume of spatial data continues to grow, and its value is enormous. The internal value contains education, management and services, and the external value contains policies, resources and reputation. Therefore, the effective management of spatial data is particularly important. According to the management model of data assets, this paper introduces the concepts of spatial data assets, the internal and external values,as well as the goals, contents and implementation steps of capitalizing spatial data. Prospects are put forward for the capitalization development of spatial data in colleges and universities.

In the wave of digital revolution, how to optimize the human resource management model has become a key challenge for the digital transformation of organizations. This paper uses the TOE framework to sort out the literature on the driving factors of digital HRM in terms of technology, organization, and environment and focuses on the analysis of two core issues in the process of digitization of human resource management, how to increase the value of human resources through digital transformation, how to use digital technology to enhance the effectiveness of human resource management,so as to provide theoretical reference for the development of digital human resource management in China’s enterprises. The study found that digital transformation has advanced the digitization of human resource management while enhancing the value of human capital. The“soft power”of leaders and the digital literacy of employees in the digital transformation process are key factors in the success or failure of digital transformation.

Under the theoretical framework of new structural economics, this paper empirically tests the impact of digital economy on carbon dioxide emissions using a panel data of 91 economies worldwide from 2007—2015 through a double stationary model. The results show that the digital economy has a non-linear effect on CO2 emissions;when the stage of economic development is used as the threshold variable, the effect of digital economy on CO2 emission reduction is significantly reduced with the increase of GDP per capita;when the industry structure is used as the threshold value, the higher the degree of matching between the digital economy and the industry structure, the more beneficial to CO2 emission reduction;in addition, when a economy implements a development strategy contrary to its comparative advantage,it will reduce the development of the digital economy and further lead to an increase in CO2 emissions. Thus, this paper verifies the development, operation and transformation of the digital economy and CO2 emissions from the perspective of new structural economics.
